UML, Maoist Center, Biwid Jaspa and CPN are in the strategy of forming a government in Madhesh with the support of public opinion. But there is still confusion in the alliance as it is not sure how many MPs the divided JSP will have. Even the divided Jaspa and the Janmaat or Democratic Socialist Party, which wants to join the alliance, are claiming that they will join the alliance only if they get a Chief Minister.

The main opposition party, the Nepali Congress, is at stake to form an opposition alliance and run the government. The Congress is in dialogue with Upendra Yadav-led JSP, Janmat and LOSPA. Janmaat Party, which is seen to be decisive in forming the government, has started dialogue with the ruling coalition, saying that it is ready to form the government by making the post of Chief Minister as the bottom line. Congress and Jaspa Nepal are in discussions with LSP and CPN-S to form the opposition coalition government.

Sanjay Yadav, Chief Whip of Janmat Party Madhesh Province, said that discussions are being held with the Central Power Alliance for the formation of a new government in Madhesh Province. He expressed the hope that the power partner parties will agree on the fact that the Chief Minister is the bottom line of public opinion. "Discussions are being held among the top leaders in the Sangh to form a new government in Madhesh," Yadav told Kantipur. As soon as the current Chief Minister Saroj Kumar Yadav is in the minority, UML-Maoists have agreed to form the government together with Janmaat and LOSPA.
