It is surprising that the Chief Secretary Vaikunth Aryal himself got involved in the Teramox procurement controversy. But still, it can be considered suspicious that he participated in the discussion in the presence of Prime Minister Pushpa Kamal Dahal apart from his regular work and that the Prime Minister did not formally inquire with him in this case.
It is natural for former administrators to say that 'employees' heads are bowed' by such activities. Excavating the topic of how high-ranking officials of the past showed or did not show ethics in similar cases can be related to the current context.
