Formation of 'Inter-Legislative Forum' consisting of Union and State Parliament officials

The eighth edition of the experience exchange program organized by the officers of the Federal Parliament and the Provincial Assembly at Souraha in Chitwan ended on Wednesday with the formation of the Inter-Legislature Forum.

According to the secretariat of Speaker Devraj Ghimire, the meeting of officials of the federal parliament and state assemblies has issued the Sauraha manifesto. The 11 points of the Sauraha Manifesto are as follows:

1) Before calling the session, the government will inform the speaker about the bills, treaties and other proposals that can be made available to the session by the government, while developing a schedule to organize the functioning of the session, the task of law making, monitoring Based on the parties and people's representation, make a possible schedule and implement it.

2) The federal parliament and the state assemblies will act effectively in the implementation of the assurances given by the government to the assemblies and committees, the implementation of the answers given by the head of government in written and oral question-and-answer programs, and to increase the accountability of the government to the parliament. To mobilize their respective secretariats to ensure stakeholder and citizen participation in law making.

3) During the conduct of the meeting, the order/instructions (ruling) issued by the chairman must be followed as per the rules. To arrange for strict compliance of the orders/instructions brought to the attention of the Government .

4) The Federal Parliament and the Provincial Assemblies will initiate the establishment of the Parliamentary Budgetary Office to provide research services to the members of the Parliament by conducting studies and analysis regarding the policies and programs, principles and priorities submitted by the government to the Assembly, and the budget approved by the Parliament, including the expenditure of the budget.

5) The work of studying the implementation of the laws passed by the Parliament will be carried out by the Federal Parliament and the Provincial Assemblies and the delegated management will be managed. Based on the experience of the Federal Parliament Secretariat, the Provincial Assembly Liaison and Coordination Branch will do the homework related to the standards of measuring laws.

6) In terms of implementation of federalism, mutual cooperation between the union and the provincial assembly, maintaining uniformity in the legislative process and making the laws made by both levels of assembly available to each other .

7) Developing a method of mutual discussion, experience sharing and cooperation to organize the meeting of the assembly and organize the work of the committees of the union, state and local assemblies and encouraging activities such as exchange of experience and study visits of the officers and employees involved.

8) Mutual learning between the federal parliament and the state assemblies, to strengthen and make the mutual relationship more effective, to expand the parliament service as a specialized service to the state assembly, to take the initiative to manage the manpower working in the federal parliament and the state assembly secretariat to be under the same parliament service. ;

9) Due to the lack of necessary budget, effective work cannot be carried out by the federal parliament and provincial assemblies, committees and secretariats, so the government has taken a serious initiative before the government of Nepal and the provincial government to arrange for the budget prepared by the secretariat operation and management committee to be included in the appropriation bill. To do .

10) Since the interaction program between the federal parliament and the provincial assemblies and secretariats is productive, organize it as an 'inter-legislative forum, Nepal' to make it a means of regular discussions and meetings, and mobilize the secretariats to make the necessary arrangements so that costs are shared regularly. Coordination in this regard will be done by the Provincial Assembly Liaison and Coordination Branch of the Federal Parliament Secretariat.

11) As the honorable members of the Federal Parliament and the Provincial Assembly are facing problems due to the cumbersome process of obtaining diplomatic passports, to draw the attention of the relevant agencies for facilitation.
