To mobilize their respective secretariats to ensure stakeholder and citizen participation in law making.

3) During the conduct of the meeting, the order/instructions (ruling) issued by the chairman must be followed as per the rules. To arrange for strict compliance of the orders/instructions brought to the attention of the Government .

4) The Federal Parliament and the Provincial Assemblies will initiate the establishment of the Parliamentary Budgetary Office to provide research services to the members of the Parliament by conducting studies and analysis regarding the policies and programs, principles and priorities submitted by the government to the Assembly, and the budget approved by the Parliament, including the expenditure of the budget.

5) The work of studying the implementation of the laws passed by the Parliament will be carried out by the Federal Parliament and the Provincial Assemblies and the delegated management will be managed. Based on the experience of the Federal Parliament Secretariat, the Provincial Assembly Liaison and Coordination Branch will do the homework related to the standards of measuring laws.

6) In terms of implementation of federalism, mutual cooperation between the union and the provincial assembly, maintaining uniformity in the legislative process and making the laws made by both levels of assembly available to each other .

7) Developing a method of mutual discussion, experience sharing and cooperation to organize the meeting of the assembly and organize the work of the committees of the union, state and local assemblies and encouraging activities such as exchange of experience and study visits of the officers and employees involved.

8) Mutual learning between the federal parliament and the state assemblies, to strengthen and make the mutual relationship more effective, to expand the parliament service as a specialized service to the state assembly, to take the initiative to manage the manpower working in the federal parliament and the state assembly secretariat to be under the same parliament service. ;

9) Due to the lack of necessary budget, effective work cannot be carried out by the federal parliament and provincial assemblies, committees and secretariats, so the government has taken a serious initiative before the government of Nepal and the provincial government to arrange for the budget prepared by the secretariat operation and management committee to be included in the appropriation bill.
