The 217-point policy and program of the government presented by President Ramchandra Paudel in the joint meeting of the Parliament on Tuesday has attracted the attention of many. In particular, the issue of making all three levels of government responsible for increasing domestic production, import substitution and export promotion and creating jobs within the country is significant.

The declaration of 'digitization', decade of investment in agriculture, increase in electricity production to 4500 megawatts, creation of 5000 jobs in the information technology sector, interest subsidy for micro, domestic and small industries should be considered as new steps. Likewise, the issue of promoting 'Make in Nepal' and 'Made in Nepal' campaigns, preparing infrastructure for tunnels, expressways, flyovers, underpasses and overpasses cannot be ignored.

'Return' entrepreneurship program for those who have returned from foreign employment, aerial rescue of pregnant women in remote areas who are at risk of life, air rescue of childbirth, educational reform and the end of politics in educational institutions, arrangements for voting rights for Nepali citizens living in migration have been announced.

Apart from these, establishment of 'one municipality, one smart school', pension for policemen in 16 years, arrangement of irrigation in 15 thousand five hundred hectares of agricultural land, fellowships to be given to 1000 talented young people from different fields are the attractions of the new program. Likewise, other ambitious plans such as establishment of resource centers for cattle and buffaloes, becoming self-sufficient in livestock and fish production within two years have also been put forward.

Even though all the areas that are becoming the basis of prosperity are included in the policy and program, the implementation aspect has not been able to be relied upon in the context of Nepal. Words cannot describe the chaos after everyone shied away from the responsibility of operating the international airport, which was completed due to selfishness and commission games.

Even in the past financial years, attractive plans have not been launched, but due to many complications, most of the programs have become incomplete, incomplete and of poor quality. The declared programs do not seem to be effective until the end of poor accounting, monitoring system, and commission.
