General Secretary Pandey's dual citizenship and dual passport issue came up in Parliament

MP Madhav Prasad Sapkota of the Maoist Center said that the issue of Pandey's having 'three citizenships and two passports' should be raised in the Parliament. He said that when the opposition parties raise the issue of good governance, the issue of citizenship and passport of the General Secretary of the Parliament should also be raised. Add the three citizenships and two passports of the General Secretary of the Parliament to what you have raised! Our Secretary General in the Parliament has three citizenships, two passports, you won't add them?,' he said.

While Sapkota was saying this, the General Secretary of the Parliament Pandey was in his seat on the right side of the Speaker Devraj Ghimire . The demand to investigate the citizenship and passport of the Secretary General has also been raised in the House.

Congress MP Rajendra Bajgai has asked what is going on with the issue of citizenship investigation targeting General Secretary Pandey. Referring to the issue of Pandey's passport and citizenship, which is under investigation by the Parliament's State System and Good Governance Committee, MP Bajgai said, 'If there are any citizenship problems that are lurking on the other side of the wall, if anyone is inside this Parliament building, they should come under the scope of action, but what is happening ? ' MP Bajgai said that no one should be kept out of the scope of the law just because he is in office. He demanded that there should be an investigation whether those in the ruling party or the opposition were involved.

The main opposition UML and opposition parties Rashtriya Swatantra Party, RPP and others have not said anything about Pandey's citizenship and passport. Instead of that, 12 MPs including 1 from Congress, 5 from UML, 2 from RSVP, 2 from JSPA, 1 from United Socialist Party and 1 from Independent Party, including General Secretary Pandey, will get pension if they serve for 15 years. Remuneration, Service Conditions and Facilities Act, 2075' has been amended. Pointing to this issue, MP Sapkota had criticized him for bringing a whimsical proposal to give pension within 15 years. Pandey reduced his age by 6 years and took a second citizenship, and misused the same citizenship to create two types of passports.

According to Palpa District Administration Office, Pandey took citizenship (number 35) for the first time on June 28, 2046 and his date of birth is 2026 October 15.

Pandey took the second citizenship on August 8, 2066 saying that he had lost his citizenship, this time he reduced the age by 6 years and established it on December 26, 2032. He showed his first citizenship when he joined the service of the Attorney General's office as an associate attorney in 2067, and he kept the second citizenship with him for 10 years. He canceled the second citizenship on August 23, 2076 saying that the details were different by mistake. He got citizenship number 39-01-76-05515 as a copy of the citizenship taken at the beginning.

For 10 years in between, he took different passports using both citizenships. In 2066, he made a passport based on his citizenship three years after reducing his age. On July 2, 2069 (July 17, 2012), the Ministry of Foreign Affairs has given the record of obtaining an 'ordinary passport' number 06018370 from the Palpa District Administration Office to the State Affairs Committee of the Parliament.
