Divakar Aryal of Dhading, who passed SLC with good marks about a decade and a half ago, wanted to study Health Assistant (HA). But the financial situation of the family was not suitable for him, so he could not study as per his wish. After having to kill his desire because of money, he entered Kathmandu to study on campus.

But after studying in Dhading, Aryal returned to Dhadingbensi and started to study plus-two after getting food and living support. The study was going on. After learning about non-governmental organizations in the same place, his attention was drawn towards it. "After gradually understanding, I wanted to open an organization and work," Aryal recalled those days. While searching for a name different from others, the name 'Youth Parliament' came up. However, the organization was not officially registered. At that time, there were 116 students studying Plus Two and Bachelors and worked for about two years under the 'Youth Parliament'.

After coming to Kathmandu to study for graduation, he decided that a legally established organization was necessary to be more active in the social sector and registered 'Youth Parliament Nepal' together with his friends at the end of 2068. At that time, the organization was focused on various campaigns, street demonstrations, loving, idea innovation workshops etc. on social issues.

But with the idea of doing something different from other organizations, he decided to make it functional as a 'mini parliament'. According to which one/one representative was selected from all the constituencies and the parliament was formed. This drew attention to the lack of respectable representation in parliament of the youth, who constitute about 40 percent of the country's total population. It began to act as a pressure group, especially at the policy-making level of the state.

After the first Constituent Assembly failed to give a constitution, the 'Youth Parliament Nepal' did something. "Secondly, we saw that the future of the young generation would be dark if the Constituent Assembly failed to give a constitution, so we felt that there was no option to do pressure program," Aryal said. As a result, a 301-member 'Model Youth Constituent Assembly' was formed. For that, applications were invited and members were selected. It formed various committees and held discussions on various issues.

The Second Constituent Assembly announced that it will give the constitution on 8th January 2071. But the new constitution did not come that day. However, the 'Sample Youth Constituent Assembly' drafted a model constitution four days before the appointed day, i.e. on January 4, and submitted it to the then Chairman of the Constituent Assembly, Subash Chandra Nemwang. Aryal says that the model constitution has been submitted to various leaders saying that the deadlock without a constitution will be very dangerous for the youth and future generations.

Before that, the National Youth Policy was passed by the Parliament on 14 February 2066. Aryal, who has studied the practices of the international community, felt that some aspects of the policy should be revised. He also wrote the book 'Yuva Darshan' in 2068, covering such subjects that concerned him. In the book, Aryal has suggested some policy reforms regarding the youth. After the

, the National Youth Council was formed according to the Act of 2072. Madhav Dhungel, the then vice president of Parishad, called Aryal and offered to work together. But after a few months, Dhungel proposed to move Youth Parliament Nepal as part of its program. Aryal couldn't say no even if the government agency adopts the concept he put forward.

"I transferred the Youth Parliament to Nepal without any conditions or benefits," says Aryal, "I was able to think about what to do at that time." He found out that youth parliaments are running in some countries as non-governmental organizations and in some countries as government bodies. "After that, the idea came that it should spread from home to abroad," Aryal said, "After some ambitions, the Global Youth Parliament was formed according to the plan to proceed in a different way." For that, Aryal says that contacts and relationships are expanding through friends and acquaintances in different countries. Vice President Kailash Shrestha said that the Global Youth Parliament has succeeded in forming national committees in 14/15 countries within a few months of its establishment. According to him, currently there are national committees in 84 countries under the Global Youth Parliament. It has especially made youth leadership development, exchange of art and culture and expansion of the tourism sector its main areas of work.

Parliament currently has 2100 youth members from 86 countries. Most of the members are from Bangladesh. Then there are Indians and Indonesians. Nepal has more than two hundred members. According to Vice President Shrestha, the age limit for membership is 16 to 40 years. Similarly, he says that priority is given to those who are active in social activities and enterprises rather than being confined to a job.

Hundreds of young people have come to Nepal in the program that the Global Youth Parliament has been doing for the past seven years. According to Aryal, more than 1,000 young people from 80 countries have visited Nepal so far during the program. "We have been doing the program every year since 2017," Aryal said, "only 13 young people from the African country Gambia came to Nepal at the Global Youth Leadership Conference in 2022." Aryal says that even though they came to Nepal for the

program, the number of young people who extend their stay and visit various tourist places is significant. "Young people who have traveled to different places in our country will tell their experiences about Nepal after returning home," says Aryal, "In this sense, the members of the Global Youth Parliament are like tourism ambassadors."

Aryal says that the citizens of Kapitaya countries know Nepal because of the Global Youth Parliament. Recently social enterprise Active in the

field, Parliament has already organized programs in 15 countries. Apart from Nepal, programs have been held in India, Bangladesh, Sri Lanka, Malaysia, Thailand, Philippines, Italy, Germany, Australia, Kenya, UAE, South Korea, Taiwan and Egypt, Aryal said. Out of these, programs have been held three/four times in Bangladesh, Thailand and other countries, while programs are being held in Thailand, Costa Rica, Gambia and America this year. As

is registered in Nepal, the executive committee of the Global Youth Parliament is limited to Nepali people due to legal provisions. Kailash Shrestha plays the role of Upadhyay. But in order to include youth from all over the world, Parliament has formed an executive board. Aryal himself is the president, while there is one vice president from different 6 continents (Asia, Europe, Africa, South America, North America and Australia and Oceania). There is a Bangladeshi in the role of Secretary General.

Although there is an arrangement to change the leadership for two/two years, Aryal has held the leadership until now. "According to the request of all my friends, I am holding the leadership until now," said Aryal, "I am thinking of handing over the leadership from the conference to be held in America in September 2024."

Aryal has reached 30 countries with the program of Parliament. He says that the understanding that Nepalis are not treated well in foreign lands is wrong. The role of the organization is more important than the individual. Aryal's understanding is that the behavior of others depends on it.

For being active in youth issues, Aryal has been decorated with the Samaj Seva Ratna and has also been honored with the National Youth Talent Award from the Ministry of Youth and Sports. Similarly, he has received dozens of honors including Nelson Mandela Global Leadership Award, Global Chain Maker Award (Bangladesh).

Not only this, Aryal has also been running IT company Evaz Technology to provide employment for the youth. At present, 14 people, including one foreigner, have been given employment opportunities in the company. How does Aryal, who has a master's degree in political science, not be able to study HA after SLC? Had I been able to study HA, I would have been limited to only one area. Now it has been found to be active in all areas of the society,' says Aryal, remembering Gitasar, 'Whatever happens in life, happens for good.'
