After the then Chief Minister Saroj Kumar Yadav did not get a majority in the state assembly, Singh was appointed as the Chief Minister with the support of the majority members of the Janmat Party. He was appointed as the chief minister by the state chief Sumitra Subedi Bhandari on May 25.

Chief Minister Singh has been supported by 55 provincial assembly members from UML, Maoist, Janmaat, United Socialists, Civil Liberties and Nepal Federal Samajwadi Party.
