Program by adding the post of public representative

The Prime Minister's Self-Employment Program has been added to the Self-Employment Program. This is what the provincial government and the local government have learned. Butwal sub-metropolis has started providing Rs 2,000 per person to improve the health and nutrition of newborns and mothers. Its name has been named 'Nagar Pramukh Health Child Postnatal Nutrition Program'.

Rs 1 crore has been allocated for it. During the first tenure of the local level, when Gumadevi Acharya was the Deputy Chief, this program of visiting pregnant women and distributing nutrition was named as 'Vap Pramukh Preghan and Sutkeri Vet Program'. After Pandey became the chief of the city, in the name of the program, instead of the deputy chief, the city chief was named. A budget of 3 crores has been allocated to connect housewives with production and sales by making them employed and self-employed, which has been named 'Nagar Pramukh Housewives Employment Program'. The 'Mayor Yuva Eelam Program' is being implemented to teach skills to the youth, create self-employment and identify the skills of workers who have returned from foreign employment and participate in the self-employment program.

These are just a few representative examples of the mayor involved in the budget and program of Butwal sub-metropolitan city. The 'Mayor's Cup' has also been added before the football competition between the city's schools. Pandey, the head of Butwal sub-metropolitan city, says that it is not personal greed for the name, but for the dignity of the post. The milk-inducing herb distribution program for lactating mothers has been named after the deputy chief. In the nutrition distribution program, the deputy chief was added to the program after placing the chief's program instead of the deputy chief.

Devdah Municipality has an 'Entrepreneur Employment Program with Mayor'. 5 million budget has been allocated for this program in the current financial year. In Tilottama municipality, under gender equality and social inclusion program, 'Nagar Pramukh New Promotion Program' and 'Nagar Pramukh Entrepreneurship Program' have been kept. 10 lakhs has been allocated in the current financial year for the Nagar Pramukh New Promotion Program. There is a ``Nagar Pramukh Kisan Program'' with a budget of 10 lakhs. Similarly, there is a ``Sub-Mayor's Nutrition Program for pregnant and postpartum women'' that has been allocated 20 lakhs. 5 lakh has been allocated for the 'Nagar Pramukh Running Shield Competition'. 5 lakhs has also been allocated for the open women's running shield competition by naming the city deputy chief. There is a budget of Rs. A budget of 10 lakhs has been allocated for the 'City Heads' Responsibility Building Rural Women's Acceleration Program'. Similarly, mayor and deputy mayor programs are held with the public and student programs are also held with the mayor and deputy mayor. Mayor Ramakrishna Khan claims that even though such a name is kept to connect the people's representative with the people, the rules and expenditure criteria of the municipality will be applied in the expenditure method.

In the budget and program, the name and position of people's representative is not only at the local level, but also in the state government. In Lumbini Province, the outgoing Chief Minister Dilli Bahadur Chaudhary has held a 1 billion innovation partnership program and an economic development program of 120 million in the name of the Chief Minister. Even as the public representative explains, it is not right to bring the program by adding the position of the main person in this way. People's representatives are representatives elected and sent by citizens to work for a certain period of time. It is even more wrong to spend the budget like your personal wealth by adding your position to the program.

Therefore, the position of people's representatives should not be kept in the government budget, it should not be promoted like a personal investment. Currently, all three levels of government are preparing the budget for the coming year. In the next budget, the program where people's representative positions are held at the local level from the union to the state should be discouraged.
