Earthquake victims fear snowfall, rain

However, even after four months, the government has not been able to collect the accurate data of the victims' families, while even after the earthquake, 38 people living in Tripal have died due to cold. Grant process for construction of temporary housing is also not organized. Even though the state has gone to the practice of federalism, the victims are suffering even more because even the local level called "Village Lion's Palace" has failed to show its role. The victims of the freezing cold from November to January have been further harassed by rain and snow these days.

Only 26 thousand 765 temporary houses were built in the district, 42 thousand 524 are victims. More than 15,700 families are forced to spend the night in Tripal. In Rukum West, 28 thousand 43 beneficiaries have been established and 27 thousand 700 temporary housing has been constructed. The remaining earthquake victims are at risk. According to the

procedure, the grant should be provided in two installments at the rate of 25/25 thousand to the beneficiary for temporary accommodation. Even after four months, only the first installment has been disbursed, but it has not reached all the victims. Even those who will get the first installment are not sure when they will get the second installment. So far, more than 20 thousand families are in Tripal. Municipalities should play their role in providing the first installment of subsidy for the missing beneficiaries and to proceed with the construction of temporary housing immediately. Beneficiaries who take installments should also monitor the construction/non-construction of temporary accommodation. In some places, there is a shortage of building materials and lack of workers for housing construction. The concerned municipality should also show vigilance to solve this problem.

Bheri, Nalgad, Chedagad and Barekot Municipalities of Jajarkot and Aathbiskot, Chaurjahari Municipality, Saniveri Rural Municipality of Rukum West have suffered a lot of loss of property. The government has already decided to declare the affected municipalities of Salyan as 'in crisis' and start reconstruction. After only four months, the government has started this work, but there is another risk that the declaration will be limited to paper only. The government should not delay to complete the reconstruction as soon as possible and make reliable arrangements before that.

Yes, the state has failed in every disaster. The government has been criticized for not being able to rescue on time, for not reaching relief, for the slow pace of collection and reconstruction. After learning from previous minor disasters, the state should not delay under any pretext to provide a strong roof to the disaster-displaced. The state's responsibility towards the people can be fulfilled only if the three levels of government work in coordination.
