Delegation of authority to make the immigration administration organized and accountable

Narayan Prasad Bhattarai, Joint Secretary and Spokesperson of the Ministry informed that it was believed that the delegated authority from the ministerial decision on Friday would make the decision-making process more convenient and effective as well as make the department more responsible.

According to him, among the tasks being edited by the Ministry (Border and Immigration Branch) as stipulated by the Immigration Act 2049 and its Regulations 2051 and Procedure 2065, the complicated process of submitting files and making decisions through various levels from the Ministry leads to delay in work and adoption of unnecessary procedures. In order to make it more organized and responsible, the authority has been delegated to be decided by the Director General of the Immigration Department.

According to the decision made by the Director General of Home Affairs on October 16, 2066, citizens coming to Nepal from 11 prohibited countries (Iraq, Palestine, Afghanistan, Ethiopia, Liberia, Somalia, Nigeria, Ghana, Zimbabwe, Swaziland and Cameroon) will be issued visas at the point of arrival (on arrival visa) according to prevailing laws. ) can be issued.

For the purposes of rule 10 (a) of the Immigration Regulation 2051, authority has been delegated to issue study visas in accordance with clause (j) of sub-rule (1) of rule 12 of the Immigration Regulation 2051.

If the visa fee related to Clause (c) of Rule 31 of the Immigration Regulations 2051 can be waived, the authority has been delegated to grant work consent in accordance with the procedure 2077 regarding granting work consent to foreign nationals.

Home Secretary Eknarayan Aryal said that the delegation of authority will make the immigration administration more organized and responsible by submitting the work progress report of delegated subjects to the ministry on a weekly/monthly basis. He said, 'The main objective is to make the service delivery as less complicated and faster as possible. The more layers there are, the more time and manpower it will take, so the process has been shortened as to why the matter that is decided by the Director General should be taken up to the Ministry.'
