The court has issued an arrest warrant against 20 people, including the then president of the Nepal Children's Organization, Rita Singh Vaidya, in the land embezzlement case of the children's temple in Naxal. The Central Investigation Bureau (CIB) of the police took an arrest warrant from the Kathmandu District Court on Thursday and proceeded with the investigation after the children's organization filed a fraud complaint against those involved in land embezzlement.

CIB Spokesperson Hovindra Bogti said that complaints have been filed against the former officials, employees and directors and employees of private educational institutions Brihaspati Vidyasadan and Rai School.

The then president of the organization Vaidya, the then vice president Tulsi Narayan Shrestha and Yogendra Bahadur Shahi, the then 5 general secretary Shyam Kumar Ale, Ganesh Bhakt Shrestha, Subaskumar Pokharel, Prachandaraj Pradhan and Ramkaji Kone, the then deputy general secretary Suman Shakya, the then member and resource and operational sub-committee. The coordinator is Krishnashankar Sah, the then treasurer Manohar Gopal Shrestha and the then deputy treasurer Deepakdas Shrestha.

Brihaspati Vidyalaya Management Pvt. Chairman Purushottamraj Joshi, the then president Chiranjeevi Tiwari, directors Praveenraj Joshi, Murarinidhi Tiwari, Shraddha Sanghai, Abhinav Singhania, Siddharth Kedia and now the director of Brihaspati and the then Rai School were accused of murdering the officers and employees of children's organizations through financial influence. An arrest warrant has also been issued against manager Kirti Prasad Pandey. Among them, Chiranjeevi Tiwari, Manohar Gopal Shrestha and Suman Shakya have passed away.

The land of Bal Mandir was acquired by the government by giving compensation to the family of Rana Prime Minister Bhimshamsher during the Panchayat period. For government/public purposes, the then government acquired 119 ropani 12 annas 3 paisa land and the physical structures built on it, known as the Rana-era historical palace 'Sita Bhavan'.

Among the palaces acquired in this way, Sita Bhavan was being used for the public good under the name Bal Mandir for the upbringing, protection and education of destitute and helpless children.

After the election of 2048, the government formed the Children's Temple and the land and physical structures under it all over the country by establishing the Nepal Children's Organization and keeping it under its control. During the establishment of the

organization, Vaidya was made the president by the then government, but she remained in the same position for 27 years until 2076. Vaidya is the daughter of Congress leader Ganeshman Singh and elder sister of Congress leader and MP Prakashman Singh. An official of the organization said that Vaidya exploited the land of Bal Mandir under the guise of political power.

Soon after Vaidya became the president, the land of Bal Mandir was started to be leased at the price of Kaudi. On 26 Baisakh 2049, the Bal Sangathan entered into an agreement to lease 9 ropani land and house/floor of the Sangathan's lot number 760 to Brihaspati till 10 Jan 2053. At that time, Girija Prasad Koirala was the Prime Minister and Sher Bahadur Deuba was the Home Minister. Its annual rental rate was set at 42 lakh 16 thousand 608 rupees. There was also an additional point in the agreement to give a 20 percent discount on the rental amount if paid in advance. However, the organization said that there is no systematic record of when and how much money was paid to the organization by Brihaspati for the lease. An official of the organization said that financial irregularities were suspected because the records were not kept systematically.

Jupiter, who entered for four years, was given an additional 5 ropani 2 annas land on 8th June 2058 for extending the lease period. On January 6, 2057, Brihaspati asked only 2 saplings from Bal Sangathan. On 21 July 2059, Brihaspati offered to lease 13 more plantations for 30 years. In the meeting of the children's organization held on July 30, through General Secretary Ramkaji Kone, authorization was given to lease additional 13 ropani 12 annas 1 paisa to Brihaspati under lot number 760. On August 11, an agreement was signed between the organization and Brihaspati for 30 years.

It was mentioned that when there is a 30-year contract, the rent will increase at the rate of 5 percent every 2 years, but the increased rent will not have to be paid for the first and last 5/5 years. The contract was valid until 2088/089. However, on June 21, 2072, 16 years before the deadline, the organization entered into an agreement to rent 29 ropani 4 annas of Bal Mandir to Brihaspati at a rate of Rs 6 per square foot. It was agreed that Jupiter will be allowed to stay in Bal Mandir for another 43 years (up to 2131 years) after 2089. In the same matter, the investigation into fraud is now underway.

After the manipulation of allowing the land of Bal Mandir to be enjoyed forever without competition, Brihaspati sub-leased 5 plants of the Bal Mandir premises to the Rai School run by the Indian Board for the period of 2127/028 years. An agreement was reached to pay an annual rent of Rs 90 lakh to the organization for leasing the land to Brihaspati. However, after killing the land, Brihaspati brought in Rai with the agreement to collect annual rent of 60 lakhs for 5 ropanis. Since then Brihaspati and Rai schools are being run by the same management.

By saying that giving the land to the school would be detrimental to the children's organization and the country, on May 14, the organization has decided to break the lease agreement and bring it into its sole ownership. After 2 weeks, the organization filed a complaint with the CIB.

After it was found that the assets of Bal Mandir were exploited, the government formed an inquiry commission under the chairmanship of former judge Haribabu Bhattarai in October 2076. The Vaidya-led working committee was dissolved on the recommendation of the commission. After that Vidya Neupane became the president of the organization. After she came, she studied more about land embezzlement and wrote to the authority for investigation. Vaidya did not comment on the fact that the authority has launched a detailed investigation to bring those involved in embezzlement to justice. The Bhattarai commission also suggested that action should be taken against the officers and employees who came to the working committee since 2049.
