Even though they have been enjoying land in Achham for generations, there are still many people who do not own real estate and are unable to get real estate.

They still could not get it because they lost the red parts in the conflict

A special surveyor office was established in October 2066 in Achham and Palpa, Arghakhanchi, Siraha Jhapa in Far West, where maps, Lalpurja and other documents were burnt during the conflict. After the special surveyor's office distributed about 35 thousand red parts in Achham According to the decision of the Council of Ministers of January 2076, the office was transferred to Sankhuvasabha as the work was completed.

Achham was surveyed by the then number 5 surveyor Goshwara from 2043 to 2046 with the aim of preparing the land survey. 5 Number surveyor Goshwara prepared the land records of the district and handed over the parcels to the then land registry office after distributing the land owner registration certificate to the land owners.

Napi branch was established in the year 2046 to carry out technical work and the work of land administration was being done in Acham district. On February 4, 2058, when the then insurgents attacked the district, all the records in the land surveyor's and land office's offices were destroyed and the land administration work was reduced to nothing. Since then, there are many people who are not getting Lalpurja even though they have been using land in Achham.

In the year 2076, Vishesh Napi has completed the work but still About 14,000 families have not been able to get the land owner registration certificate. The number of those who could not get Lalpurja even from the special surveyor is high in Achham, land management, agriculture and cooperative Dharmaraj Ojha, the official of the ministry and the former head of the district surveyor's office at Achham, said.

According to him In Achham, there are 393 thousand 515 total lots, 233 thousand 618 from the special surveyor's office and 8 thousand 811 Number of shares registered . 1 lakh 35 thousand dogs are yet to be registered. Overall, it seems that around 35 percent of the land in the district is yet to be registered. Although there are data from 4 years ago, it seems that not much has been done yet. The problem of those who lost all evidence of land during the conflict is still the same," Ojha said.

According to the National Census 2078, in Achham The number of families is 49 thousand 961. Ojha said that the number of people who got the land owner certificate is 33 thousand 595.

'However, there is not much relationship between the land owner and the number of families . But looking at the social structure of Achham district, except for the exception, the land is owned only in the name of the root of the house, he said ,'Due to the destruction of all the registers in the land surveyor's office in 2058, it is difficult to ascertain the number of land owners, but it is possible to estimate the number of families in all municipalities and the number of land owners who have obtained land owner registration certificates.'

Land Survey Act 2019 Section 8 (a) states that after the transfer of land to the land office, all previous land registrations are automatically revoked, but if someone has the evidence of the old land but has not been able to obtain the new land owner registration certificate, then the land owner registration certificate is considered to be automatically revoked.

'Looking at the law, all these families who have not been able to get the land owner registration certificate are like landless,' Ojha said, 'on the one hand, they are deprived of the services they get from the state, and on the other hand, they are deprived of land tax, integrated property tax, and registration fees from various agencies of the state. Even the revenue has not been received.

Michil Neupane, the information officer of the District Land Port Office, has been collecting the data of those who are occupying land in Achham and who have not received proof of ownership.

"According to the instructions of the department, files are being collected all over the country now. We have collected files of about 50 people who do not have any evidence. But information has not come from many places," he said. "We have asked all local levels and wards to collect data and prepare a file. But the work has not been done as expected.' He said that according to the instructions of the department, only the files are being collected and there is no information about what to do about the subsequent process.

Amin Man Bahadur Budha of Turmakhad Rural Municipality said that although the local level has received information about collecting data, the rural municipality has not yet been able to collect the data due to the lack of proof of ownership of the land. Ward presidents have been contacting that there are many people who have lost Lalpurja during the conflict. But the data has not been collected," he said.
