Prime Minister Pushpa Kamal Dahal has said that he does not want the situation to be brought through the budget ordinance for the next financial year. Talking to Kantipur on Saturday after the inauguration of Kantipur Half Marathon, Prime Minister Dahal said that he is trying to remove the obstacles of the Parliament and said that he has taken the issues of policies and programs, vote of confidence and budget presentation seriously. He also said that the issue of how to bring the budget is in the hands of the main opposition Congress which is blocking the Parliament.

The Congress has been obstructing the House of Representatives and the National Assembly by demanding the formation of a parliamentary committee to investigate the involvement of Deputy Prime Minister and Home Minister Ravi Lamichhane in misappropriating the savings of cooperatives. In the House of Representatives meeting held on Thursday, there was a fight between the Congress and the ruling parties UML, Maoist and RSVP. The Prime Minister said that he is trying to end such a situation in the Parliament.

As the Prime Minister, I have been trying to remove the obstruction of the Parliament. Hopefully, from Sunday, the House will be able to function normally," Dahal said. "In my opinion, efforts are being made to prevent such a situation (bringing budget through an ordinance) from happening. Now I see it mainly in the hands of the Congress whether to allow that situation or not. I absolutely do not want the situation of bringing the budget through an ordinance.

Prime Minister Dahal said that an agreement was reached last Thursday to remove the obstruction of the Parliament, but due to the lack of consensus within the political parties, it could not be reached. "On Thursday, I felt that we were almost close to an agreement. Some of the representatives of both sides had almost reached an agreement in informal talks and even said that they were close to an agreement. But unfortunately it could not go that way at the last moment," he said. Now every political party has an extreme line, another is a moderate line. By the time he went from Baluwatar to Sansad Bhavan, that extreme trend probably prevailed.

Prime Minister Dahal said that the solution to the problems seen in the country should be found in the understanding between the parties. He was of the opinion that the government and the opposition should be prepared to move forward the parliamentary process sensibly. If there is an agreement between the ruling party and the opposition party, all the processes will be completed. After taking the opinion of constitutional experts and legal experts, it was suggested that it would be better to take a vote of confidence according to the constitutional provisions, so I said that the vote of confidence would be taken on May 7. I hope, even if there is no agreement during the vote of confidence, the opposition will certainly not obstruct it,' he said He also hoped that the Congress would not obstruct the issue of bringing the budget. Bringing the budget is also a provision of the constitution, the budget must be brought on May 15. The policy and program has been read out by the President. Reading is a form of understanding in itself. "The opposition will probably not allow the country to become a prisoner of indecision by obstructing the bringing of the budget accordingly," he said. The prime minister also said that he thinks that the obstruction in the House regarding the

cooperative is political. The power equation changed and the Congress went to the opposition last February, while the opposition UML and RSVP went to the government. After Lamichhane became the Deputy Prime Minister and Home Minister, the Congress started blocking the House saying that he was involved in embezzling the savings of cooperatives. He has been demanding a parliamentary committee with a mandate to investigate Lamichhane himself. However, the Prime Minister claimed that the allegations against Lamichhane were made politically.

It is my understanding that the issue which has been raised and brought to the state of blocking the House, should not be done. That topic did not arise only after the new equation was created. It's been a long time since your media has taken up this issue. When the Congress was in the coalition, it was in the government. This topic was being raised, the discussion was going on. But the House was not going to block. After the new equation, it was highlighted in this way, the House was blocked,' said Prime Minister Dahal, 'It is seen that political intentions have worked somewhere in this.' Dahal said that he also got the information. If this issue is raised after he is not ready to become the prime minister, it is seen that politics has worked somewhere. But because of that, the House has been blocked again, the issue has been raised, so I am clear that we should find a solution to it," said Dahal. Dahal said that he is confident that the parliament's obstruction will end as Deputy Prime Minister and Home Minister Lamichhane recently said that it would be solved when an inquiry committee was formed.

The prime minister said that he was aware that there should be no conflict between the ruling party and the opposition during the functioning of the parliament. He informed that he is in constant discussion with Speaker Devraj Ghimire in order to prevent an atmosphere similar to that of Thursday. "In some cases, there are experiences where work is not done according to the agreement. There is also the experience that the atmosphere is a bit bitter, we are careful not to let that happen in the future.'
