Prime Minister and Maoist Chairman Pushpa Kamal Dahal had given instructions on Monday to support the UML candidate for Chief Minister in Karnali. After Chief Minister Sharma took the stand that it should continue, the schedule for taking vote of confidence from the state assembly on Tuesday has been postponed. Although the leaders of UML and Maoists were active in seeking agreement, they could not reach a conclusion.

Maoist Deputy General Secretary Janardhan Sharma has taken the stand that Maoist should continue in Karnali, so Chief Minister Sharma is preparing to take a vote of confidence. Here, UML Karnali Parliamentary Party leader Yamlal Kandel is the chief ministerial contender. He believed that the government will proceed according to the consensus of the central coalition. He said, "We believe that the Karnali government will be decided according to the consensus of the alliance." There are 40 MPs in the Karnali State Assembly. 13 MPs from Maoists and 10 MPs from UML, who are in the coalition to form the government, will have a majority. There are 14 MPs from Congress, 1 from RP, 1 from SK and 1 independent in the state assembly.

It has been agreed between the coalition parties that UML in Koshi, Janata Samajwadi in Madhesh, Maoist in Wagmati, UML in Gandaki, Maoist in Lumbini, UML in Karnali and Integrated Socialist/Civil Liberation in Far West will take the Chief Minister in the first phase. An official of the Maoist said, "The implementation of the consensus reached at the center is being done in the provinces." Its implementation has started from Wagmati Province. Shalikram Jamkattel, Chief Minister of Wagmati Province, has received a vote of confidence on Monday.

After the dispute over civil liberties flared up, the ruling coalition party agreed to give the leadership of the Far West Province government to the Unified Socialists on Monday. Jhalnath Khanal, a senior leader of the party, informed that the meeting held at the Prime Minister's residence, Baluwatar, agreed to give the leadership of Sudurpaschim and Wagmati to the United Socialist Party. "It has been agreed that our party will lead the government in Far West first and in Wagmati in the second phase," he said.

In the 52-member Provincial Assembly of the Far West, there are 18 MPs from the Congress, 11 from the Maoists, 10 from the UML, 7 from the Civil Liberties Union, 4 from the United Socialist Party, 1 each from the RPP and independents. Due to the death of Congress MP Prithvi Bahadur Singh in Bajhang-1 (1), there are currently 17 Congress MPs. 25 of the coalition parties and one independent party are participating in the government to make it a majority. There was a heated debate on Monday in the meeting of the Unmukti held to discuss about the government of Faridabad. On March 16, Unmukti President Ranjitha withdrew support from the Far West Province government and directed the leader of the Provincial Assembly Parliamentary Party, Ghanshyam Chaudhary, to withdraw from the government. But Unmukti has not withdrawn its support to the Congress.

Although there was an agreement that UML would lead the government in Koshi, Chief Minister Kedar Karki was appointed as per clause 5 of Article 168 of the Constitution. As a member of the Congress, he proved the majority and claimed to be the Chief Minister. He became the Chief Minister with the support of UML and later got a vote of confidence after being supported by Maoists. Karki of the Congress has warned about the mid-term as the last Article 168 (5) has been used to form the government, but the constitutionalist has been saying that the party that can prove the majority can claim the Chief Ministership.

Karki became the Chief Minister as a member by the mandate of the Supreme Court. Maoist Koshi Parliamentary Party leader Indra Angbo stated that he is ready to form a government under the leadership of UML and said that he will withdraw his support to Chief Minister Karki only if there is a clear constitutional explanation in the formation of the government. "It should be clear if we withdraw our support and there will be political instability," he said. He said that since there are no complications, UML is preparing to form the government. "We claim to be the Chief Minister as a large party in accordance with Article 168 (2) of the Constitution," he said. If there are no legal complications, it seems that the alliance will easily get a majority in the Koshi state assembly. It is not difficult to form a new government as UML has 40 seats, Maoists 13 and Jaspa one seat out of 93 in the state assembly. Koshi has 29 MPs from Congress, 6 from RPP and 4 from S.

Madhesh province has a government led by Jaspa. Chief Minister Saroj Kumar Yadav appointed three UML ministers and one state minister on Chait 10. Last Monday, the UML changed the power equation with the Congress by appointing Saroj Kumar Yadav (Mahottari), the leader of the parliamentary party, as a minister. UML has 23 seats, Jaspa has 18 seats, Maoists have 9 seats and Unified Socialists have 7 seats in the Madhesh state assembly. There are 107 seats in the state assembly. It has been agreed that UML will be the Chief Minister in Gandaki among the parties that will give the majority to the coalition. Gandaki currently has a government led by Surendra Pandey of Congress. Congress needs a total of 31 seats to save the government in the 60-member Gandaki state assembly. The Congress itself has 27 seats while the RPP with three seats has not yet decided to join the government. UML has started discussions to bring RPP into the government. Gandaki has 22 MPs from UML, 8 from Maoists and one from United Socialist Party. If the RPP supports the coalition, it will get a majority. After the UML claimed the government from the coalition, the right to vote remains equal as the speaker is from the Maoist quota.

Maoists are not able to get majority in Lumbini, where they have agreed to take the Chief Minister. Jokh Bahadur Mahara, leader of the Maoist parliamentary party in Lumbini, said that the homework for the formation of the government has already started. "Positive discussions are being held with the ruling coalition party and civil emancipation," he said, "We will soon claim the government with a majority." He is a contender for the chief ministership.

At present, Dilli Chaudhary of Congress is leading in Lumbini. UML 29, Maoist 11, Jaspa 3, United Samajwadi Party 1 seat will get a majority with a total of 44 seats in the state assembly. In Far West, 4 more seats will be added to Unmukti given Chief Ministership. Janamorcha and S have one seat each in the Lumbini state assembly. There are 4 MPs from Unmukti Party, 3 MPs from LOSPA and one independent MP.
