He said, "How could the winter of a very cold place be treated with Tripal?," he said, "It is difficult to find Tripal of victims who are not sick due to cold." According to him, in Ward 4, about 900 families are out of their homes, but barely 200 houses have been built.

Although the government is providing the cost of 50,000 rupees in two installments for the construction of a temporary tower, the housing construction has not been speeded up due to the lack of procedures and lack of attention by the government employees. Chief of Chedagad Basic Hospital, Dr. Dear Shahi said. "There is no good food, no warm clothes," he said, "chronic patients, pregnant women, pregnant women and children are not safe."

Ratna Bahadur Khadka, head of Chedagad municipality, said that health workers have been mobilized in all wards to prevent earthquake victims from dying prematurely due to cold. Sarita Sharma, a health worker of Bheri municipality, said that in the earthquake-affected villages, diarrhea, fever, and cold patients are increasing due to consumption of untreated water, lack of balanced diet, and indiscriminate defecation. "Thanks to our caution and sufficient medicine, the situation has not gone out of control," she said. Aathbiskot municipality chief Ravi KC. "During this cold weather, those who are inside the house are sick," he said. He claims that there is no one in Tripal in the municipality.

Dhan Bahadur Basnet's family of 6 from Jajarkot Bheri Municipality-3 stayed in Tripal for almost two and a half months due to the earthquake. A small amount of cold was sprinkled around Tripal after it was covered with old clothes and straw. But they could not bear the extreme cold caused by the rains last week. 'The house is cracked, we are afraid that if we stay there, another earthquake will destroy the family,' he said. Karki has the same problem. They have been living in Tripal for about 3 and a half months, but they could not stay in Tripal due to the winter rains, so they stayed in a cracked house for a few days. But fearing that there will be another earthquake, they have returned to Tripal for a week.

He complains that despite completing all procedures including opening a bank account, making a police bond, ward recommendation, he could not get the first installment of 25,000 for temporary housing. "There is no option to live in a cracked house again after rain," he said, "It is difficult to survive the cold in Tripal, someone in the family is getting sick every day." He said that while staying in Tripal, the family of 7 is experiencing problems such as fever, cold, diarrhea.  ;

Some victims who were living in Tripal due to the rain two weeks ago returned to their broken and cracked houses. 42 thousand 524 beneficiaries have been established in Jajarkot. According to the District Administration Office, only 20,000 temporary housing units have been constructed. According to the office, out of 32 thousand 908 beneficiaries who signed the contract, 31 thousand 961 families received only 25 thousand. Out of 1.3 billion rupees, municipalities have paid only 79.9 million rupees to the victims. "It's very cold," said Kal Bahadur Vick of Bheri-1 Rawat village, "so we were forced to return to our old house."

After the earthquake destroyed the house of Kiran Kumar Bhandari of Bheri-3 Thaple, his family has also been living in Tripal. His house was rented by the surveyor's office. Amin Elina Bhandari and her brother Prabal Shahi, a resident of Dailekh, died after the house collapsed. He has not even been able to remove the ruins of the destroyed house. "We would have at least built a tent to live in if we got the grant, it is not yet decided when it will be given," he said. Dr. Pratishka Bharti said. According to him, around a thousand earthquake victims across the district are suffering from cold, pneumonia, fever, diarrhea and other health problems due to cold. "The number of patients in health institutions has also increased," she said, "good medicine is being delivered, there are enough health workers and no untoward incidents have occurred."

Shivalaya Rural Municipality has not been able to distribute the first installment of Rs 82.7 million at the rate of 25 thousand for 3 thousand 300 beneficiaries. Chedagad got 9.16 million for 3,600 households and Barekot took 1.396 million for 5,500 households, but they have not been able to distribute it. Similarly, Suresh Sunar, chief district officer of Jajarkot, said that despite receiving Rs 1.82 million from 5,200 households in Kushe and 1.82 million rupees from Bheri municipality, they have not yet distributed it. According to him, political disputes in some places, lack of bank accounts of beneficiaries There was a problem in the distribution of the first installment of the temporary tower due to the increase, the ward office not giving recommendations to the victims on time. He informed that Nalgad municipality and Junechande rural municipality have not demanded the release of funds yet. There are 8 thousand 97 beneficiaries in Nalgad and 5 thousand 406 beneficiaries in Junechande. Although the government has decided to give cash to those who do not have an account, the local government has forced all the beneficiaries to open an account.

Bir Bahadur Giri, chairman of Barekot rural municipality, said that although the money was released, the wards were unable to collect the details of the beneficiaries, so there was a delay. According to the temporary housing construction procedure-2080, schedule form-1, 2 and 3 with self-declaration have to be filled, so the delay is due to him. In order to receive the grant, documents including citizenship are required, but some people's documents are buried in dilapidated houses and some people who went to India for work have not created citizenship. Nalgad

Municipality head Dambar Bahadur Rawat said that there is a problem due to the delay in the identification of the victims at the ward level. Chief District Officer Hari Prasad Pant said that 27,036 beneficiaries have been established in Rukum West, 18,966 temporary homes have been built, while 8,700 families are still in Tripal.

More than 2,000 houses were damaged in Darma Rural Municipality of Salyan. After the government provided 25,000 for the first installment to build a temporary tent, more than 1,000 people were living in the tent. Due to the cold, more than 300 cracked houses have been repaired and returned.
