Election of chief minister in Far West in confusion

The process of appointing the chief minister and forming the government in Far West is in confusion till Monday. On Sunday, after two MPs of Civil Liberation Party gathered different groups and supporters and submitted their claims for the Chief Ministership, the Chief Minister Nazir Mian has kept the process of appointing the Chief Minister on hold.

After Kamal Bahadur Shah resigned as the Chief Minister, the Chief Minister had given a deadline of Sunday to submit the claim to the Chief Minister according to Article 168 (2) of the Constitution. Within that time, the state chief was undecided after civil liberties MPs Laxman Kishore Chaudhary and Kailash Chaudhary submitted separate claims.

On the other hand, the United Socialists have supported the formation of a government with the Congress as opposed to the central power coalition. Civil immunities have been divided into two groups since the beginning. One group of them is taking initiative to form the government through a coalition with the central government and another group with the Congress. On the other hand, Congress MPs who supported the first claimant Laxman Kishore are expressing their anger saying that the state chief is prolonging the time without appointing the chief minister.

'Despite having a clear majority, the state chief has shown partiality by not appointing Laxman Kishore as Chief Minister,' Congress chief whip Vikram Singh Dhami said, 'We will wait until Tuesday, if we try to delay it on Tuesday, we will take strict action.' The civil rights activists and parliamentarians who submitted claims to the Chief Minister are divided into two groups. One group is in favor of party president Ranjita Shrestha and the other group is in favor of patron Resham Chaudhary. Accordingly, MP Laxman Kishore submitted a claim from Resham Group and Kailash from Ranjita Group. Five of the seven MPs of Civil Immunity have supported Lakshman Kishore of Resham Group. Kailash of Ranjita Group has the support of two people including him.

Lakshman Kishore is supported by Congress, United Socialist Party and RPP, while Kailash is supported by Maoists, UML and Independent MPs. There are currently 52 members in the 53-member Sudurpaschim Provincial Assembly. Apart from Congress 18, UML and Speaker, there are 10-10 from Maoist, 7 from Civil Immunity, one from United Socialist Party and one independent MP. At least 27 MPs are needed to achieve a majority. Among the claimants for the Chief Ministership, it is seen that the majority number is in favor of Laxman Kishore. He seems to have the support of 28 MPs including 18 from the Congress, 5 out of 7 from Unmukti, 4 from the United Socialist Party and 1 from the RPP.

Similarly, it has been seen that Kailash has the support of 10 of UML, 11 of Maoists including Speaker, 2 of 7 of Civil Liberties and 1 independent MP. Ghanshyam Choudhary is the leader of the parliamentary party in Civil Immunity. The majority of MPs are also in his favor. But party president Ranjita mentioned that the constitution of the parliamentary party has not been passed by the central committee, and she appointed Kailash, the leader of the parliamentary party, who had already written to the speaker. She reached the provincial chief's office on Sunday and insisted that it was Kailash who was the leader of the party's parliamentary party.

Provincial Chief Minister Mian has said that since there are two claims submitted for the Chief Ministership, he will study and decide. Meanwhile, an official said that a decision will be taken based on how the leaders of the coalition's leadership party react to the secretariat meeting held in Kathmandu on Monday. After the United Socialists advanced to the formation of the coalition government with the Congress in the Far West, doubts have arisen about the life of the coalition in the newly formed power coalition up to the central level.
