Parliamentary responsibility is not new for Yamlal Kandel, who became the fourth Chief Minister of Karnali. He became a member of Parliament four times in the House of Representatives and the State Assembly. But he rarely got a chance in the executive role of the state.
Kandel, who was the Minister of Culture, Tourism and Civil Aviation for a short time in 2055, has got the opportunity to hold the reins of Karnali Province after 26 years. In this way, after 26 years, his governance ability is being tested. He has been given the responsibility of government in his fourth attempt.
He was elected as the mayor of Birendranagar in the 2049 local body elections. However, he resigned within two years and contested the mid-term elections, and entered parliament. But after becoming a member of parliament, he did not get the chance to work in an executive role like a city chief again. Even after the establishment of Karnali Province, he was in line to become the chief minister for 6 years and finally he became the chief minister.
He took oath as the fourth Chief Minister of Karnali on Wednesday, and took charge. UML, which became the first party in 2074, is now the third party in the state. Being the largest party with 20 seats in the first state assembly elections, Kandel claimed the chief ministership in the then UML-Maoist alliance. However, his efforts failed after Karnali was part of the Maoist center in the coalition.
On June 3, 2075, after UML and Maoist Center merged to form CPN, Kandel was hoping to become the chief minister from Alopalo. But it was not successful at that time . Similarly, when Madhav Kumar left Nepal on October 24, 2077, he lost his chance again, at that time Jeevan Bahadur Shahi of Congress became the Chief Minister.
In May 2078, Kandel, who was hoping to become the Chief Minister for the fourth time after defeating the Congress Chief Minister Shahi in the minority, fell behind once again after four MPs, including UML's Prakash Jwala, crossed the floor and gave a vote of confidence to Chief Minister Shahi. In his bid to become the Chief Minister, he ran as a candidate in the 2079 election center in Naldi province. However, CPN-UML in the alliance of Maoists and Congress got weak results.
After the Congress-Maoist Center alliance broke up after the elections, Kandel again entered the race to become the Chief Minister. But at that time, Karnali fell to the Maoist side again . He did not get it by chance. For the fifth time, he has become the chief minister from the UML-Maoist alliance.
Taking office on Wednesday, Chief Minister Kandel said that he has assumed the post of Chief Minister with a plan not to confuse the people by making big decisions. "I have seen the works done by the government over the years and have a good knowledge of how to do it, what kind of work to do," he said.
