Despite the Supreme Court ruling that the owner of the said land in Naikap Naigaon Bhanjang area is Trivi, no active initiative has been taken to register it and bring it into possession. Land mafia has been buying/selling land for three decades due to lack of interest in conservation by the University administration. It has become a challenge for the University to bring the area that has been transformed into a city under its control.

Land owner Pushparaj Bhandari donated 125 ropani to the University in 2023, which was more than the limit, after the implementation of the Land Reforms Act. According to Bhandari's request to donate money to the University, the Council of Ministers took a decision on February 15, 2023 to collect the money from the donor. According to Bhandari's announcement and the decision of the Council of Ministers, Trivi did not transfer the land. In the meantime, there was a dispute between the locals and the university, but in 2041, the land reform office decided that the ownership belonged to the university. But in 2051 land mafia entered and started buying and selling land in the name of individuals. In 2052, the Land Department decided to freeze the land. But less than a decade later, the buying and selling of land started again. After knowing this, Trivi sent a letter to the Malpot Office to freeze the land. Later, even though the case reached the Supreme Court through the then Court of Appeal, it was decided that the owner of the land was Trivi. Five years have passed since the Supreme Court's decision. But the land is yet to be registered in Trivika's name.

After the letter from Trivi, the land has been frozen by the Malpot Office, but the purchase and sale is going on between individuals. Locals say that the land of Trivi is being bought and sold at the price of 10 lakh rupees per anana, while other land in the vicinity is traded for 35 to 80 lakh rupees. Roads have been built from the government budget within the settlements on the land of the University. If the illegal buying and selling of the land of the University is not stopped immediately, other common people will be cheated and the problem will become more complicated. The land mafia is trying time and again to release the land. There is also a risk that they will make a decision in their favor at any time in collusion. Now the situation has become such that it is difficult for TRIV to transfer the land easily with its own efforts. There are not only ordinary people who have built houses by buying land on the trust of middlemen, there are also claimants of Mohiani rights.

The problem started on the land of Naikap when Trivi did not register the land given by the donor in time and was not interested in conservation. The subsequent officials did not show interest in correcting the shortcomings of the then Tertiary officials and made another mistake. In the judgment of the Supreme Court on August 7, 2075, it has been pointed out that 'the officials who changed at different times in the university did not protect and manage the assets given by the donor with care'. It also states that 'no one is allowed to sleep without taking responsibility, forget responsibility or abuse authority'. Similarly, Guthi Sansthan does not keep the records properly, Napi/Malpot does not keep a proper list of the property of the university, the property held by the property department is released based on the letter of the village without the express consent of the said department, the donor and his children are involved in the registration of land and transfer of rights due to the fact that the land is in the clutches of interest groups. The conclusion is also Supreme. Trivi formed a working group under the leadership of Dhyanendra Bahadur Rai last year with the aim of getting the land back. The working group was supposed to have representative members of Malpot, Napi and Guthi offices. But the task force was stuck when the Malpot and Napi office did not send a representative. The university should take an active initiative in the process of registering the land in its own name.
