Procedure for recruiting civil trainees in education canceled within 4 days

A procedure was issued to appoint anyone as a trainee employee to have access to the ministry's divisions, branches and subordinate offices as civil servants. In the new procedure, students studying higher education can be put on 'internship' for a maximum of 3 months. Interns will have limited access to government documents.

Ministry spokesperson Keshav Dahal said that based on the opinions and suggestions of the stakeholders, the procedure related to 'intern' has been issued canceling the 'Education Catalyst' procedure. "We believe that there will be an exchange of learning between the students and staff who come to intern," he said, "The Ministry aims to get help from students in the law and IT fields in particular." Priority will be given to students who have provisions related to "internship" in the curriculum.

Earlier there was a system where trainees could be hired as employees and they could be employed for any length of time. By doing so, the employees expressed their displeasure saying that the Minister of Education would interfere in the work of the employees and there would be parallel practice. In the intern procedure, it is mentioned that those who are studying under graduation and post graduation can be put in 3 months internship. There is a provision that intern students should not be involved in work that must be kept confidential by law, written or kept confidential as a matter of policy, and edited only by persons appointed or nominated or elected according to prevailing laws.

According to the provisions of Good Governance Regulation 2065, the procedure has been issued to provide students with practical skills and work experience in the Ministry of Education. The staff of the ministry proposed a draft of 'Trainee Student Mobilization Procedure-2080' to mobilize students studying in higher education only for a certain period of time. But Minister Shrestha amended it and passed it in such a way that anyone can be made a trainee and any amount of time can be mobilized.
