To expand the services of Tribhuvan University Teaching Hospital Maharajganj, there are preparations to build a super specialty service hospital in Balkhu. Within this area of 289 ropanis, the construction of the wall of the proposed hospital has also been obstructed due to the unauthorized operation of Tata Sumo Park in 3 ropanis. Even after the order of the district and high court, the police did not cooperate to vacate the land.

Sumo Park on the land earmarked for building a teaching hospital with 1,500 beds

Tribhuvan University has given 12 ropani land to Trivi Teaching Hospital (Teaching) to build a hospital with 1500 beds. Out of that, 3 ropani land was being used by the University Professors Association. Instead of building its office, library or any other research center on this land, the professors' association rented it for parking.

Basant Dhakal, president of the association, gave the land to Mohan Basnet for 2 lakh 10 thousand per month in August 077, Mohan signed the contract in the name of niece Pratish.

After being criticized for leasing the land given to the professors' association for office use to a business group, the Executive Council of the Tertiary University also instructed to cancel the contract. The union canceled the contract on 29th January 2017. Basnet paid 1.4 million rupees to the association for the rent up to that time, but they have not paid the rent since then. However, they are still running the parking.

The Basnet side went to court after the professors union canceled the contract. The district court canceled the contract and ordered the land to be vacated. The court ruled that the land owned by the University cannot be leased out by the professors' association. The Basnet group went to the High Court against the district's order, but the high court also ruled that the district's order would be upheld on November 23, 2017.

But the land has not been vacated and Basnet has not paid Rs 1 crore 26 lakh for the rent, according to Rajukumar Shrestha, head of the General Administration Division of the University Registrar's Office. On November 5, the division submitted an application to the district administration office in Kathmandu to vacate the land. On November 7, the administration instructed the Kathmandu police to vacate the land. The Kathmandu Police Complex had asked Police Circle Kalimati to implement the instructions. But Shrestha complained that the land could not be recovered due to non-cooperation of the Kalimati police. "When we went to clear the land, we were chased by people on Chait 7, 079. The police will not help. The police have turned away saying that you are the ones to remove it,' he said, 'Even when the university's land is occupied illegally, they have to sit and watch.' Correspondence has been done. The division also wrote to the office of Kathmandu-14 to clear the land on August 7, 2008. But there was no help from the police.

Kathmandu Police Chief SSP Bhupendra Khatri said that even though he tried to get back the land of Trivi in the past, he was not successful due to some legal complications. "We will clear it with the latest update," he said.

Basnet's group occupied the place where the hospital was to be built and built a parking lot for Sumo running Balkhu-Hetaunda. "They have demolished some towers saying that they will leave, but they have verbally said that they cannot leave immediately," said the head of the division, Shrestha.

The registrar's office said that although the work has started at a cost of 50 million to build the compound wall of the hospital area, parking is being obstructed. Registrar Kedar Rizal said that they are serious about how the occupied land including Sumo Parking in Balkhu can be reclaimed. There are statistics that different individuals, groups and organizations have been usurping more than 1,000 plantation lands of the University in this manner.
