Indian Prime Minister Narendra Modi condemned this heinous terrorist attack and said, 'In this hour of sorrow, the Government of India stands in solidarity with the people of the Russian Federation.'

The Press Secretary of the Ministry of Foreign Affairs of Japan, Kobayashi Maki, condemned the attack and expressed condolences to the bereaved Russian citizens. He has expressed his heartfelt condolences to the injured people.

Similarly, Chinese President Xi Jinping strongly condemned the attack and expressed his condolences to the Russian people and President Putin.

Chinese President Xi stressed that China opposes all forms of terrorism, strongly condemns terrorist attacks, and firmly supports the Russian government's efforts to protect its national security and stability.

Mykhailo Podolyak, an aide to the president of Ukraine, who has been facing Russian military attacks for the past two years, wrote in a telegram, 'Ukraine has nothing to do with this attack.'

The Main Intelligence Directorate of the Ministry of Defense of Ukraine stated that "the terrorist attack in Moscow was a planned and well-planned instigation of the Russian special services under the orders of Putin" and accused that the war with Ukraine was intended to intensify and expand.

America expressed its condolences to the victims of the "horrific" shooting and said that they are trying to get more information.

French President Emmanuel Macron has said that he has strongly condemned the terrorist attack in Russia by the Islamic State (IS).

'France expresses its solidarity with the victims, their loved ones and the entire Russian people,' the French President's office said.
