The Ministry of Education, Science and Technology has instructed to take action against teachers of community schools affiliated to the party. The Ministry through the Center for Education and Human Resource Development issued instructions to the Education Development and Coordination Unit across the country on Sunday.

Instructions to take action against the teachers involved in the party

Education Minister Sumana Shrestha decided to take action against teachers belonging to the party on 4th Baisakh. Based on the said decision, the center has written to all 77 district units to remove such teachers. In the correspondence sent by Hari Bahadur Shrestha, branch officer of the center, the information about the removal from the post has been asked to be sent to the ministry. Reminders have also been sent to all 753 local levels for necessary support and facilitation in the action.

Ministry has also asked to file complaints about teachers active in political parties. The Center has directed the units to continue the action process based on the complaints. According to the Secretariat of Education Minister Shrestha, the complaints filed in the ministry so far have been sent to the relevant district units for action. Ministry sources said action has been recommended against 12 teachers, including a teacher who is the district vice president of a political party.

According to the Ministry, complaints have been received including that teachers and staff of community schools are members of various political parties, are in the executive committee, and are convention representatives. The Education Act 2028, Education Regulations 2059, Political Party Act 2073 have prohibited teachers from belonging to political parties. The Ministry has also given instructions to the subordinate agencies for the effective implementation of the Act.

Patan High Court had issued an order on June 4, 2079 for the effective implementation of the said legal system. The bench of Justices Tek Prasad Dhungana and Sudarshan Raj Pandey issued orders in the name of political parties including Prime Minister's Office, Ministry of Education, Ministry of Federal Affairs and General Administration, Election Commission, Tribhuvan University, Congress, UML, Maoist. Ajit Bhandari, the parent, filed a writ petition not to provide membership saying that the teacher is busy with political party work, saying that teaching is not a priority and it will affect the students.

Education Minister Shrestha has also asked for help from the Election Commission for the implementation of the current law prohibiting teachers from engaging in politics. She asked Chief Election Commissioner Dinesh Kumar Thapalia for the commission's help in identifying teachers who are active in politics. Section 16 of the Education Act provides that teachers and employees can be removed from their posts if they are members of the executive committee of a political party. Committees at the central, state, district and local levels formed according to the constitution of the party are called executive. In Section 14 of the Act on Political Parties, it is mentioned that the party cannot grant membership to a person holding the position of a professor, teacher or employee of a self-governing institution owned or controlled by the Nepal government, provincial government or local level. Teachers' unions/organizations are active across political parties. In the constitution of the parties, there is a provision to select representatives from teachers and professors. Earlier, following the complaint, the Election Commission had directed the Congress and Tribhuvan University to remove the professor from the congress representative.

UML secretary Yogesh Bhattarai says that the law should prohibit teachers and professors from staying in the party and it should be implemented. But Bhattarai says that they should be separated from politics through dialogue rather than force. Teachers have played an important role in democratic change. It should be removed gradually rather than forcefully. Coercion can be counterproductive,” he said.

Bhattarai said that it should be gradually removed by communicating with teachers' federations, associations/organizations. At one time, teachers were needed in political parties. Now in teaching, attention should be paid to educational quality. "You should give time and say quit," he said, "It is becoming less than before. UML has asked not to become a candidate in the convention." Said to reach. Teachers are not allowed to engage in political activities during school hours. Carrying party flags is prohibited in the Education Act," he said. "Even if you cannot join a political party, you should open a professional organization and get trade union rights." "But it should be decided whether or not to organize as a class," he said. Congress leader Paudel said that teachers should be freed from the party by securing the right to organize for professional security.
