The export has been affected due to the anti-dumping duty unilaterally imposed by India for seven years, and the export has become more affected after the industries did not get the cash subsidy announced by the government for the prepared goods of Nepali jute. In nine months of the last financial year, prepared jute goods worth 6 billion were exported to India through Jogwani crossing.

India's anti-dumping duty on Nepalese jute products remains

This year, during the same period, not even 4 billion was exported . The main reason for this is India's anti-dumping duty and non-receipt of subsidies given by the government, claims the related industry. Two years ago, the government had announced to cut the 70 percent subsidy given to the jute industry in electricity service and give 5 percent cash subsidy for exports.

'India's anti-dumping duty remains in place . As the industry has not yet received the export subsidy given by the government, the export has been affected," said Rajkumar Golchha, president of the Jute Industry Association. The related industrialists are disappointed after bilateral discussions between the Prime Ministers of Nepal and India regarding the removal of the anti-dumping duty that India has been taking unilaterally for seven years on Nepali jute preparations have not resulted.

Prime Minister Pushpa Kamal Dahal, during his visit to India last May, asked his counterpart Narendra Modi in Delhi to remove the anti-dumping duty levied by India on Nepali jute preparations. Even though Prime Minister Dahal asked his counterpart Modi to remove the anti-dumping duty levied by India on jute, even though the Indian side said that the Indian side would study the matter in the secretary-level meeting of the two countries, the result has not come even after a year.

India had previously imposed twelve percent counter value duty (CVD) on the export of Nepali jute preparations. After removing the CVD, an anti-dumping duty of two to four percent has been imposed on the export of prepared goods of Nepali jute . Nepal and Bangladesh have been exporting jute preparations to India.

'India has not imposed anti-dumping duty on Bangladeshi products,' Golchha said, 'The industry is in crisis as it is difficult to compete in the market due to the imposition of anti-dumping duty on Nepali products.' India has been exporting .

'India's anti-dumping duty is falling . The industry has not received the export subsidy provided by the government. Due to the global economic slowdown, the demand for goods is also decreasing," Golchha said, "Last year, ready-made jute goods worth 7 billion were exported. This year it is not likely to reach 5 billion.

Prepared jute products such as hessian, twine, bags and other items are being exported to India from Nepal. When India imposed anti-dumping duty of at least two to four and a half percent on those goods for seven years, Nepali industry has been paying an annual head rate of Rs. 300 million to India in the name of that duty. The jute industry is one of the largest employers in the Sunsari Morang industrial area.

12,000 workers are now employed in this industry . The industry has been importing 70 percent of raw jute from India and Bangladesh and exporting finished goods to India. According to Ramesh Rathi, vice president of the association, India is also imposing different anti-dumping duties on the products produced here.

There were 12 jute industries in the Sunsari Morang industrial area until a decade ago. Among them, 6 industries have been closed . There are currently 6 jute industries operating in the industrial sector.
