There has been a news that 183 answer sheets of first year population subject of undergraduate level of Tribhuvan University have gone missing. Due to the loss of the answer sheet, the results of the first year of the bachelor's degree conducted last May have not been published.

In other words, when the answer book of one subject is lost, the results of other subjects and faculties are also stopped. After the answer sheet is lost, the Examination Control Office is in a quandary as to what to do next. Last year too, the examination was conducted again after the answer sheet of one subject of BBS 4th year was lost under the Faculty of Management. This year, if the population subject also has to be re-examined, the first-year undergraduate students will have to wait for several more months for the results. Re-examination takes more time of the students, it also causes anxiety, on the other hand, the expenditure of the university also increases.

The errors in the preparation of question papers in the university are being made public every year. Sometimes questions are asked that are not related to the syllabus, sometimes previous year question papers come up. A few years ago, a question paper copied from a professor's 'Question Bank' was distributed in the exam. Last July, on the day of the examination of one subject, the question papers of another subject which had already been examined were distributed to the students. Last October, the students burnt the vehicle of the state examination control office in Biratnagar, saying that the professor had exchanged the answer sheets. Complaints of malpractice in answer sheet testing have persisted for years. The publication of results is so slow that some years students get their results only 18 months after writing the exam.

The examination control office is responsible for the preparation of question papers, the conduct of the examination, the publication of the results and the distribution of marks. In carrying out this responsibility, the examination control office is so negligent that there are repeated incidents such as errors in the composition of question papers, loss of answer sheets of examinees, and haphazard checking of answer sheets. Delays in publication of results and distribution of marks have become commonplace. While millions of students are affected by such weakness of the examination control office, neither the examination control office itself nor the university seem serious about the reform.

It is not uncommon to have a common error/weakness, but to repeat such an error/weakness is serious misconduct. It is also a matter of concern that the University does not show seriousness in solving such problems. When the case of negligence becomes public and criticism increases, it seems that an inquiry committee is formed, but it is rare that the committee points out someone's weakness and action is taken. This year, the examination committee led by the registrar formed an inquiry committee regarding the missing answer sheet. The committee says that the report has been prepared but it has not been submitted to the examination committee. Suspicions have been raised that there is no possibility of immunity after this. Last year, no action was taken against the students of Jhapa's Damak Polytechnic Campus when their answer sheets were lost. Thus negligence cannot be mitigated until immunity is granted.

The image of the oldest university, which occupies about 80 percent of the country's higher education, is being tarnished by the lagging examination system. Such manipulation in the examination system should be a matter of shame for the university. The officials of the Tertiary University are making public commitments to improve the overall examination system and not to repeat the weaknesses, but they are not firm in the implementation. This is affecting the educational career of lakhs of students. The university should be serious about such manipulation of the examination system.

Employees who have been appointed on the basis of political belief/access seem to be escaping action under the protection of special parties. Therefore, the reform should start from the employee appointment system. There is a situation where students have to go to the examination control office and go from room to room and stand in queues for work such as transcripts, provisional certificates, re-use of results, correction of details etc. The crowd has affected the work of the employees. By making the online service effective, such crowd will be removed. The security system of the answer book of the examinees should be strengthened. Answer book checking should also be made question-free. If there is negligence somewhere, if the relevant person is to be punished, then every person will be aware of his responsibility, many problems will be reduced automatically.
