The economic survey of the financial year 080/81 showed that the annual average of the government's capital expenditure was only 18.2 percent.
After the implementation of financial federalism, the financial transfer from the federal government to the state and local levels is accounted for in the current expenditure of the federal government, so the share of capital expenditure is an average of 18.2 percent annually.
Grants transferred to the provincial and local levels are also spent on capital construction from those levels, so the size of the actual capital expenditure is about one-third of the integrated expenditure of the three levels.
