The High Court has issued a mandate to fully implement the Act related to children in the name of the local levels of Banke and Bardia. After the local government did not form a local child rights committee under the law, the court ordered to implement it immediately.

The joint bench of Judge Tank Prasad Poudel and Judge Basantraj Poudel of the High Court Tulsipur Nepalganj Bench has mandated that the local levels form a Child Rights Committee as stipulated in the Children's Act 2075 and fulfill their obligations towards children as stipulated by the law.

The court has ordered the opposition to make the necessary arrangements to fulfill the obligations specified by the law related to children and to make them effective.

On behalf of Information and Human Rights Research Center Nepalgunj, Nepalgunj-7 resident Jijisha Tiwari studying at School of Law Fifth Shankaya and Nepalgunj-7 resident Angila Gyawali, a volunteer of the organization, opposed the 16 local levels of Banke and Bardia to implement the Children Act. Filed a writ in the court . In the

case, senior advocate Sunil Kumar Shrestha, advocates Bishwajit Tiwari, Ram Kumar Dixit, Kewalsinh Tharu writ petitioner Jijisha Tiwari and Ainjila Gyawali argued. Likewise, advocate Lok Bahadur Shah on behalf of the opposition Nepalgunj sub-metropolitan city, advocate Bal Bahadur Chand on behalf of Narainapur rural municipality, advocate Basgarhi. Advocate Vikas Acharya on behalf of the municipality, Advocate Bhanubhakta Rizal on behalf of Khajura rural municipality argued.

Article 60 of the Child and Girls Act 2075 by the local level provides for the formation of a local child rights committee, Article 61 for the appointment of child welfare officers, provisions for the work duties and rights of child welfare officers, and Article 62 for the appointment of social workers and child psychologists within the municipality.

Even though the said legal arrangement exists, none of the local levels of Banke and Bardia have yet implemented it.
