Repeal of procedure regarding making English language mandatory for workers

The Ministry of Labour, Employment and Social Security has canceled the first amendment of the pre-departure orientation training procedure 2076. The first amendment of the procedure made on 7th October 2080 was canceled by the ministerial decision on Thursday.

Repeal of procedure regarding making English language mandatory for workers

On January 24th, Prime Minister Pushpa Kamal Dahal gave 16 points of instructions to the ministry on internal employment promotion, foreign employment management and social security.

The ministry formed a working group on March 29 to study and submit suggestions on the implementation of the Prime Minister's directives and the problems encountered in the implementation. The working group submitted its report to Labor Minister Dol Prasad Aryal on January 27th. According to the suggestion of the working group, the ministry has canceled the first amendment of the procedure. With the repeal of the

procedural amendment, the pre-departure orientation training fee has remained at 700. However, a committee will be formed to give necessary suggestions to make the procedure practical and timely. A committee has been formed under the coordination of the head of skill development and training branch under the ministry to submit suggestions within 30 days. The

committee will discuss with the stakeholders and decide the modality of the course and training and will also suggest to the ministry about the training fee. Likewise, the Ministry has also canceled the decision of 6th of November 2080 regarding making English language mandatory for workers going for foreign employment. With this decision, workers going to foreign employment English language test is not required.

In addition to this, the Ministry has also canceled the Procedure 2080 for Examining and Approving Requests for Foreign Employment (First Amendment). As per the recommendation of the working group, the procedure has been abolished. It has been decided to validate the demand letter according to the provisions of the Demand Letter Verification Guideline 2075. According to the guidelines, the embassies in the respective countries will do the verification of the demand letter. According to the report given by the

task force, other suggestions are being studied for implementation. The ministry said that the received suggestions will be implemented gradually.
