The session of the Gandaki State Assembly is starting from today. Provincial Chief Dilliraj Bhatt called the meeting according to Article 1 of Article 183 of the Constitution of Nepal on Wednesday. The meeting of the Gandaki State Council of Ministers held on Tuesday decided to recommend to the state chief to postpone the parliament session. According to the recommendation, the provincial chief has given the time of 3 pm today.

Government spokesperson Hari Bahadur Chuman said that the party leaders will address today's meeting and some bills registered in the provincial assembly secretariat are ready to be submitted. He said that the executive meeting will be held today, so the decision will be taken by the meeting itself. On the other hand, the Nepali Congress protested that the session was called while the issue of the legitimacy of the government was pending in the Supreme Court.

Surendraraj Pandey, leader of the Congress parliamentary party, issued a statement on Wednesday and mentioned that calling the meeting was an irresponsible step.

After the central power equation changed, the Congress-led government in Gandaki was reduced to a minority. The then Chief Minister Surendraraj Pandey resigned from the post of Chief Minister after he was unable to get a majority.

On March 21, the state chief had given seven days to submit the demand for a majority government. UML-Maoist and independent MPs claimed the majority. UML parliamentary party leader Khagraj Adhikari has been appointed as the chief minister.

Congress has been calling Khagraj's appointment as unconstitutional as he has the support of the Speaker. The party leader submitted the claim based on the number of MPs of the party. Not all MPs signed the claim submission.

Accepting the claim made in the 60-member state assembly with the support of 22 from UML, 8 from Maoists including the speaker and one independent MP, the state head appointed UML parliamentary party leader Khagraj Adhikari as the chief minister on March 25. The head of the state appointed the chief minister in accordance with the provision of sub-section (2) of Article 168 of the Constitution.

Pandey of the Congress filed a petition in the Supreme Court on Chait 26 against the state chief expressing his dissatisfaction on the same issue. The writ has been fixed for payment on May 10. The Congress says that it is wrong to open the Parliament while it is under consideration in the court. The provincial government is preparing to take the vote of confidence before the Supreme Court.

Sources said that the government is preparing to submit a proposal to the provincial assembly secretariat for a vote of confidence on Friday. Government spokesperson Chuman said that there was no pressure on the matter. He said that opening the parliament is a regular process.

Since the RPP is decisive in Gandaki, there is no decision to go to the government or not, so there is no situation for the officer to get a vote of confidence. He said that in order to get a vote of confidence, he should either side with the RPP or the Speaker should resign. However, Chief Minister Adhikari has claimed to get a vote of confidence.
