However, this program, which was considered popular at the beginning, has now stalled. All daughters born since July 2076 have been made to participate in the program. For that purpose, accounts of about 17,000 daughters of Karnali have been opened, but the amount has not been deposited since 2 years. Chairman of Sarkegad Rural Municipality of Humla, Thana Bahadur Rokaya said that although 170 accounts were opened for daughters, the provincial government stopped sending money. Ratna Bahadur Khadka informed that the accounts of about 300 daughters have been opened in Chedagad municipality of Jajarkot but the accounts are empty.

The state government started this program to reduce child marriage and for the golden future of girls. After sending the information about the opening of the account by the local levels, the provincial government has made a procedure to save 1000 rupees at the beginning. "Until 20 years have passed, we have made a procedure for the government to save 500 per month in the account," said Anita Gyawali, Women's Development Officer of the Ministry of Social Development. According to him, the program is applicable in all 79 local levels of all 10 districts of the province. She informed that the account holder's daughter got married before the age of 20, did not complete her secondary education and dropped out in the middle. According to the Ministry of Social Development, about 19 million rupees have been spent for the

program so far. In the initial year 2076/77, the government allocated 38.4 million rupees and distributed 53.3 million rupees for the program last year. The state government has allocated around 25 million rupees for the program this year. However, Anand Saru, Secretary of the Office of the Chief Minister and Council of Ministers, said that the state government has no record of the number of accounts of daughters opened in the current financial year. According to him, there was a problem in the implementation of the program because the local level did not send the details on time. 'Now the details will come in mid-June,' he said, 'There is no separate staff for the program, there is no regular coordination with the local level, there is a delay in the authorization, the account is not opened within the deadline of the daughters, etc. The effectiveness of the program has been seen to be low. Human rights activist Manisha KC said that the curtain has had a negative impact. "On the one hand, most places in Karnali are remote, where there is a big difference between sons and daughters due to illiteracy," she said. If the program is stalled, the future of thousands of girls is at stake.'' Civic leader Durga Prasad Sapkota said that this program is also important to increase the respect of girls. "In this, it is necessary to have effective coordination of both the provincial and local governments and to continue the program," he said.

The Chief Minister of Karnali, Rajkumar Sharma, said that there is a discussion on whether to run the program with a new model. "The previous government started the campaign by giving priority to policies and programs every year, and for some years the implementation was successful according to the procedure," he said, "but now various technical problems have been noticed, so we are doing homework to implement it again through a new model."
