The decision to recommend the promotion of 8 Deputy Superintendents of Police (DSP) to Superintendent of Police (SP) of Nepal Police has come under controversy. The decision was criticized after the Prime Minister and the leader of the ruling party and the PSO of the former Prime Minister were given priority in promotion recommendations by mixing up the rankings.

Recommend promotion of SP by mixing rank

The promotion recommendation committee chaired by Inspector General of Police (IG) Basant Bahadur Kunwar on Wednesday decided to recommend the promotion of 8 people from the list of 12 DSPs to SP. The committee has set aside the first and sixth ranked DSPs and given priority to those ranked ninth and 12th for SP promotion. In the list released by the member secretary of the committee, Additional Inspector General of Police (AIG) Tek Prasad Rai, it is mentioned that Dhakendra Khatiwada, Angur GC, Yadav Dhakal, Santosh Tamang, Shyam Babu Olia, Niranjan Dutt Bhatt, Rajan Limbu and Vinod Ghimire will be recommended for SP promotion.

DSP number one ranking Pradeep Kumar Chhetri and sixth number Narayan Ranjitkar have missed the promotion recommendation. Among those recommended for promotion are Prime Minister Pushpa Kamal Dahal and former bodyguard (PSO) of Tamang and Limbu UML president and former Prime Minister KP Sharma Oli. Ghimire was ranked 12th, Limbu eighth and Tamang ninth in DSP. Ghimire has been recommended for promotion to eighth, Tamang fifth and Limbu seventh.

This is the first promotion recommendation for a police officer after Ravi Lamichhane became Deputy Prime Minister and Home Minister. Since one year after being appointed IG, Kunwar has been promoting police officers by prioritizing seniority and performance appraisal. However, this time, the decision made by the committee has been dragged into controversy saying that the rankings were wrong.

Ghimire, who was recommended as SP, was Prime Minister Dahal's PSO until 2078. Tamang 2072 and Limbu were Oli's PSOs in 2074. Promotion is recommended after 8 months of vacancy. According to another SSP of the police headquarters, the police leadership has backed away from the position of promotion on the basis of merit due to the pressure of Home Minister Lamichhane and Shakti Kendra.
