Subsidies in rubber cultivation from nursery establishment to collection centers

'In the current fiscal year 080/81, since the budget for the rubber cultivation promotion program has been transferred through the local level, a procedure has been prepared according to sub-section (2) of section 9 of the Government of Nepal Appropriation Act, 080 to conduct the program in an orderly, transparent and effective manner. It is stated in the procedure, 'On the basis of the local cost estimate, the nursery will be established in a screen house/plastic house and up to 50 percent will be given for tools, nursery infrastructure and irrigation infrastructure materials.' It is mentioned that it will not exceed one lakh. It is said that the minimum capacity of the nursery established in this way should be able to produce 1000 seedlings. Training and study visits will be available under the

capacity development program. "The local level will conduct training programs on rubber crop nursery establishment and operation, rubber cultivation, intercropping, agroforestry management, etc.," it is said in the procedure, "Study observation visits can be conducted for experimental experience." It is mentioned that up to 50 percent subsidy can be given on irrigation pre-drainage, purchase of seeds/harvests of crops used as inter-crops and tools. For this, farmer entrepreneurs and farmer group members can cultivate rubber on their private land. In case of farmer entrepreneurs, at least 5 kattas, in case of groups, at least 10 kattas, combined with the members participating in the program, must be cultivated in the area of ​​rubber. "While expanding the area, it should be given priority to do it in one cluster as much as possible," it is said in the procedure, "up to 50 percent subsidy can be given for this." For this, the local level should identify and document potential public land where seedlings can be planted. It is said that subsidies can be provided based on local needs and cost estimates by making a long-term plan for the land. It is said that subsidies will also be given for the construction of

rubber collection centers and the promotion of small industries. "Based on the cost estimate, a subsidy of 50 percent or more up to 5 lakhs can be provided," said the procedure. It is mentioned in the procedure that the subsidy will be given according to the minimum conditions, standards and relevant subjects according to the conditional program approved by the local level. The grant program will be conducted only at the limited local level where rubber is produced.

According to the Ministry of Agriculture and Livestock Development, rubber is cultivated in Jhapa, Ilam, Morang, Sunsari. Its average productivity is 0.43 tonnes per hectare. Most rubber is cultivated in Jhapa on 460 hectares. 195 tons of rubber is produced from this area. Second, 14 tonnes are produced from 25 hectares in Elam. 15 hectares are cultivated in Morang. It produces 7 tons.

In Sunsari, 5 tons of rubber is produced in 10 hectares. The Ministry has introduced a procedure targeting this district. According to the procedure, the farmers of Sunsari's Itahari Sub-Metropolitan, Sunsari's Dharan Sub-Metropolitan, Ilam's Mai Municipality, Jhapa's Birtamod Municipality, Jhapa's Bhadrapur Municipality and Mechinagar Municipality will get subsidy.

Farmers of Shivasatakshi Municipality of Jhapa, Ramdhuni Municipality of Sunsari, Urlabari, Letang and Sundarharaicha Municipalities of Morang, Halesi Tuwachung Municipality of Khotang, Chulachuli Rural Municipality of Ilam, Kachankawal, Bahradashi and Buddhashanti Rural Municipality of Jhapa will also get subsidy. The local level will have to determine the criteria to select the applications submitted for the

grant. In the case of cash grant programs, the procedure states that the grant money will be deposited directly into the bank account of the grantee. If it is found that the budget received under this program has been misused, action will be taken according to the law and recovery will be done. According to the

procedure, grants will be provided to farmers, agricultural entrepreneurs, farmers' groups, agricultural cooperatives, committees related to agriculture and agricultural businessmen. It is mentioned in the procedure that subsidies are given for fertilizers, seeds, seeds, plants, pesticides, biological substances and hormones, agricultural lime and chemicals, nutrients and trace elements, agricultural tools and equipment.
