A complaint was filed in the District Court on May 13 that the land was destroyed by digging a penstock pipeline without the knowledge of the landowner during the construction of the 'Madhya Rawakhola Small Hydropower Project' under construction at Rawakhola under Khatri Village of Baxila.

Leelamaya Dahal Khatri of Baxila of Kepilasgarhi Rural Municipality-4 has two ropani 15 annas and 2 daams of lot no. 548 three ropani one anna one paisa, lot number 630 eight ropani eight annas three paisa one daam, Kewal Bahadur Khatri's lot no. 623 eight ropani two annas three daam, Bhoj Bahadur Khatri's lot no. 697 two ropani 9 annas one price, Lal Bahadur Adhikari's plot number 698 six ropani five annas one paisa 3 daam, Bhakta Bahadur Adhikari's plot number 704 four ropani six annas on the land without knowing that they destroyed the land by digging a penstock pipeline. .

President Rajan Kumar Dahal, Sarvadhan Rai, Dhrub Kumar Regmi, Hirakumari Dahal have filed a complaint against the president of the hydropower project, asking them to remove the land and run the customs. Regarding this, District Court Khotang has also given a deadline to the concerned opposition and called both parties for discussion on May 18.

Ratna Bahadur Khatri, the owner of the land, said that he had to file a complaint because the land was destroyed without informing the poor people without giving them a fair price. According to Khatri, former tourism state minister Sarbdhan Rai, former president of Kuvinde VDC Rajan Kumar Dahal, former ward chairman of Kepilasgarhi Rural Municipality-4 Ganesh Adhikari, current ward chairman Khadga Bahadur Tamang, local Prakash Gurung and others forcibly destroyed the land by threatening them. "The land in Besi was the same, all the land is gone," he said Landowners say. He said that the land in the name of Ranmaya Adhikari, the mother of former ward chairman Ganesh Adhikari, 617 lot number, seven plants, 14 annas, one dam area, was purchased for 95 lakh rupees on June 4, 2077.

It is mentioned in the power generation permit issued by the Ministry of Energy, Water Resources and Irrigation, Power Development Department that the company promoting the project should purchase the required private land from the relevant landowner and register it in the name of the promoting company. But they said that the penstock pipeline was dug forcibly without purchasing the land. Rajan Kumar Dahal, the owner of the

project, said that the case was filed in the court because of the middleman. "Initially, the landowner did not ask to give the land. But the case came because of the middleman' Dahal said, 'But there is nothing left.'

Dahal said that about 50 percent of the work on the hydropower project has been completed. According to Dahal, the issue arose when the work of opening the powerhouse, intake slope, track had been completed and the work of laying the pipe was going on. Dahal said that the work of the project has been started with an investment of around 500 million rupees.
