Amnesty International has concluded that in 2023, the state apparatus has curtailed the freedom of expression and assembly of citizens provided by the constitution by arresting, arresting and using excessive force against those who criticized and demonstrated against the government and politicians of the ruling party.

In the report, it is mentioned that two people were killed in Lalitpur's Balkumari, one in Bara, one person died in Morang tribal protest when the police used excessive force in different parts of the country. In the

report, it is mentioned that at least 40 protesters were injured and at least 20 people were arrested after the police used batons and water cannons to quell the protests by the meter badge victims, arresting and detaining those protesting for justice in the case of sexual violence in Kathmandu.

At least 16 activists were arrested by the police during the protests against the fake Bhutanese refugee case. In November 2023, the government restricted the freedom of expression by banning the social media app 'TikTok' in order to 'protect social harmony and family unity'.

Similarly, it is mentioned that the government failed to investigate and resolve more than 60,000 complaints of conflict victims, and misused amnesty provisions by arbitrarily releasing people affiliated with the ruling party. The amnesty granted by the President was annulled after the Supreme Court ruled that the consent of the victim was required for the amnesty.

In 2023, although discrimination based on sexuality remains, Amnesty has praised the fact that same-sex marriage was registered for the first time in Nepal.
