Umesh Prasad Mainali, the former chairman of the Public Service Commission, has said that there is no other option for civil servants to improve themselves as it has been accepted in the society that government employees take bribes. He said that all the employees should focus on making the government services citizen-friendly, technology-based and reliable, to remove the accusations against them.

Speaking at a seminar program organized by District Administration Rupandehi here on Saturday on the occasion of Civil Service Day, Mainali also said that the employees who have done good in the society are heard only insignificantly.

"The credibility of civil service has fallen," said Mainali, who is also a former home secretary, "The harassment faced while receiving services has made citizens believe that they should not go to government offices."

'In such a situation, the politician will find an alternative to the employee,' he said, 'that will start the anti-employee system.' He said that since employees are machines, politicians should know how to operate them safely.

He said that due to the lack of moral education, the new generation who entered the civil service is also committing corruption. "The new generation cannot be more corrupt," he said, "but morals have deteriorated."

He said that with the conversion of the current paper service system to technology, there will be a reduction in corruption and irregularities. "Service becomes effective after becoming technological," he said. He also said that since

politics is unpopular, many questions were not raised about the employees. He requested them to work with caution as all the dissatisfaction of the citizens will be dumped on the employees on the day that politics comes into play.

The Chief District Officer of Rupandehi, Ganesh Aryal, said that the environment is not ready for the civil sector to proudly serve the nation. He said that when he introduced himself to the society, he stopped finding people who would defend him. "The structure of the country has been changed," he said, "but the employees have not been able to transform their roles." He also said that according to the standards set by the Ministry of Home Affairs, Ruppandehi District Administration is the first in the country. "The question is whether citizens accept a number or not," he said.
