Director Gangadhar Sapkota, who came here to renew the Lakshminarayan Ricemeal Industry, was forced to visit the Tourism and Industry Office several times. The pain he experienced in renewing his own organization was not caused by any employee. His renewal was delayed by a year.

Sapkota suffered from the order given by the Ministry of Industry of Gandaki Province not to renew any industries and businesses that have been suspended for one year.

He is not the only one, Krishna Shahi, the director of Kanchan Agriculture and Animal Husbandry Firm, closed the firm after he failed to renew it even though he tried several times. He suffered when he had to come from Nisikhola, 120 km west of the headquarters. Many businessmen have complained that they are forced to suffer and spend a lot of money as the ministry sometimes instructs them not to renew, sometimes gives a short time in June to renew.

Due to the problem of non-renewal and increasing fines for a long time, some have closed the firm and opened a new one, while some have left the business and migrated abroad. Official of the office Bishnunath Sharma said that he took down the names and phone numbers of some businessmen who were sad because of non-renewal and called them when the renewal was opened.

"We called some of them to come because the ministry had opened the renewal," said Sharma, "some of them did not have time, they did not come in mid-June because no one called."

According to the office's data, 155 small industries and businesses in the district were closed in the last financial year alone. According to the information provided by Nasu Narayan Prasad Rizal of the office, 67 small industries and 88 businesses have been closed. Most of them have run to the office several times without being able to renew it, while some of them have gone abroad for employment.

At the same time, 46 small industries and 104 businesses were registered, he said. At present, 318 industries and 472 businesses are registered and operating in the office. In the financial year 2079/080, there is a record of 114 small industries and businesses being closed. Naresh Kandel, president of Udyog Banijya Sangh, says that business people have fled due to the strictness of renewal and frequent policy troubles when they are in confusion due to the recession of the business.

'How many places should we register, how many places should we pay taxes,' Kandel said, 'Renewal could not be done on time.' Businessmen say that the biggest problem in the closure of

businesses is the economic recession. Apart from that, the businessmen have suffered more due to policy changes. Kandel commented that the businessmen are trying to create an exodus by bringing policy difficulties and making them discouraged. He commented that the businessmen were hit when registering at the local level, industry, tax office and even the excise duty.

Businessmen have also complained that during business registration, a fee equal to 1 lakh to 10 lakh investment will be charged, they will have to face difficulties in tax payment, and they will have to pay double taxes by registering at the local level as well.

The bank has asked to register at the local level when giving loans. When registering locally, there is a provision to register in the industry for the cooperation of government offices. Businessmen also complained that the monitoring committee imposed fines if they did not register with the local authorities. Apart from that, excise duty must also be paid in case of sale of alcoholic products. Businessmen complain that they have to pay tax as if it is a profit transaction even after holding a public event.

Only 5 of the more than two dozen homestays established in the district have been renovated due to political complications. Darmakhani homestay of Torikhola, Ward No. 5 of Galkot Municipality-2 has been renovated. Baglung Municipality 10's Athitishatkar Homestay, Dhorpatan Municipality 8's Sample Serawang and Ward No. 8's Shantinagar Homestay are the only ones that have been renovated. Even the homestay, which received a subsidy of 10/10 lakh from the state government four years ago, has not been renewed. Recently, hundreds of jobs have also been lost due to the closure of industries and business firms.
