Civil Services Day: Concerns about Acts for Employees

Regarding the 21st Civil Servant's Day, speaking at a program organized in Hetounda, the capital of Wagmati Province on Saturday, the speakers complained that the Civil Service Act, which has been under discussion in the Federal House for 8 years, has not been promulgated on time, and that problems have been created in the full implementation of federalism, service delivery and service facilities.

'Civil law is not promulgated on time. During the implementation of federalism, there is a transition in service delivery in terms of legal, policy and coordination. It is unclear how long it will last. The biggest challenge for the National Service employees is how we will present ourselves in the present situation", said Gobinda Bahadur Karki, Chief Secretary of Wagmati Province.

He said that there is still a problem in staff adjustment due to lack of civil law."All state governments have made Civil Service Act and Local Service Act. The law made by the state government is in conflict with the existing civil law. As a result, ambiguity is being created in the personnel administration, said Karki.

He said that looking at the discussion in the political circles with the appointment of the current government, the State Order Committee of the Federal House and the Chief Secretary Ek Narayan Aryal, there is a possibility that the Act will be issued soon.

After the release of the new Civil Service Act, issues affecting policy decisions will be revealed. The way to coordinate between the state and local governments will be opened. As a result, it can be believed that the implementation of federalism will reach the next stage," he said.

This year, Civil Service Day has been celebrated for three days with various programs under the slogan of Professional and Creative Administration: Development, Prosperity and Good Governance.
