Investigate Gurung in cooperative fraud

A complaint has been filed in the Central Investigation Bureau (CIB) of Nepal Police and a question has also been raised in the Parliament. Earlier, Gurung, who had played an active role in the Parliament to demand an investigation when allegations of co-operative fraud were made against the President of RSVP and the then Minister of Home Affairs Ravi Lamichhane, is also a matter of concern to the Parliament because the same allegations were made against him. Gurung's arguments and activism in the past with regard to similar accusations against other people expect the same from him.

Jyoti Gurung when he was the manager of the Miteri Cooperative, Kumbharaj Gurung, the chairman of the Cooperative, claims that he had lodged a complaint with the police to create an environment to collect the money, saying that he had misappropriated the amount of 148.1 million and that Dhanraj was also involved in it. This issue has also entered the "Parliamentary Inquiry Special Committee on Misuse of Savings Funds of Cooperative Organizations". Kumbharaj has already given a statement there. According to the chairman, a meeting was held between the members of the board of directors and the Gurung couple after it was discovered that the co-operative's funds had been embezzled and the couple said, "We will return it anyway, we will arrange it". However, Dhanraj has already divorced Jyoti in February 2076 and said that he cannot connect her issue with him. He says that he does not know about Jyoti's business. Dhanraj, like other accused

ers, has denied the allegations against him. Whether he is right or wrong will be revealed only by a detailed investigation. It seems necessary to keep some topics in the center during the research. First, according to the public information, the amount of 148.1 million taken from the cooperative is the same as when they were living together and it is said that they have documented that they will return it anyway. Dhanraj has expressed his ignorance about the business. This issue can be easily resolved by examining the paper that is said to be with the cooperative.

Secondly, it is necessary to investigate the reality of the alleged divorce between Dhanraj and Jyoti. Any couple has the legal right to live together and separate. This is strictly a matter of personal freedom. However, the issue of financial misappropriation is also connected and immunity cannot be given if the divorce is due to legal malfeasance. There are many examples of divorces by many people caught in co-op fraud.

The former chairman of Civil Bank and Civil Co-operative, Ichcharaj Tamang, who is jailed in the co-operative fraud case, also divorced his wife. Similarly, the then president of Sumeru Sahakari, Bharat Maharjan, also signed a legal document of divorce with his wife. However, he later fled to Britain by creating a marriage document with her. Divorce is adopted as one of the many ways to protect property and avoid prosecution, not only for cooperative directors, but also in other professions.

This accusation against Dhanraj, who is chiefly the deputy chairman of the largest and ruling party in the House of Representatives, a member of the House of Representatives and also the previous law minister, should not be overshadowed so much. The shadow of his party and position should not fall anywhere. Even now, based on the questions raised about him, it is within his circle of ethics to retain and separate himself in what positions and roles.

Because, Dhanraj is the same person, who raised the voice that his party leader Balkrishna Khan should be suspended after he was arrested in the fake Bhutanese refugee case. It is his responsibility to demonstrate reasonable ethics. Even if Dhanraj did not fulfill his personal and official responsibilities, the state cannot forget its duty to investigate him.
