Pavel Durov, chief executive of the social network Telegram, has been arrested in France. French police said he was arrested Sunday at an airport north of Paris.

According to French media, Durov was arrested by the police after his private jet landed at La Bourget airport. According to officials, the 39-year-old billionaire was arrested for crimes related to the popular messaging app.

Durov was arrested for failing to take steps to stop Telegram being used by criminal groups, the BBC reported.

Durov was born in Russia and currently lives in the United Arab Emirates. He holds dual citizenship of the United Arab Emirates and France. Telegram is especially popular in Russia, Ukraine, and former Soviet Union states.

Russia banned Telegram in 2018 after Durov refused to hand over user data. However, the ban was reversed in 2021 .

Telegram is the leading social network after Facebook, YouTube, WhatsApp, Instagram, TikTok and WeChat. Durov founded Telegram in 2013 . Durov left Russia in 2014, defying a government order to close opposition communities on the social network Vkontakte.
