The district coordination committee, which is in a roleless state, is being burdened with annual expenses from the state fund. According to Jesus Bajura, in the financial year 2080/81, the annual budget was 1.65 million and 1.9 million was spent. 32,13,000 was spent for the salaries and facilities of the officials, including the head of the coordination committee, who were selected from the political parties, and 91,800 for the meeting allowance. In Bajhang Jesus, out of the annual budget of 1 crore 61 lakh 30 thousand, 1 crore 17 lakh 45 thousand 934 was spent . The same amount has been spent on other Jesuses in the Far West.

Lalit Bahadur Kunwar, head of Jesus Achham, says that the state has made Jesus a 'useless' body. Jesus' main job is to monitor. But there is no justification for the monitoring we are doing now," says Kunwar, "If there is a right to stop it or take action after errors are found in the place of monitoring, then monitoring makes sense . The current situation is that the state is only spending service facilities in the name of Jesus. There is no role.'

In Kunwar's experience, there is no reason for the district assembly to be held by Jesus. If the decisions of the district assembly were mandatory to be implemented by the local level, that would be the justification of the assembly. They are not binding," he said.

In the constitution, the District Coordination Committee has been given the authority to coordinate between the federal, provincial and local levels. In the form of the old district development committee, there is a coordination committee as a separate elected body of officials elected from the local level.

Article 220 of the constitution says that there will be a district assembly to coordinate between the local levels within the district under the arrangement of district assembly and district coordination committee. There is a provision in the district coordination committee to have a committee consisting of a chief, a deputy chief, at least three women and a maximum of nine members including at least one Dalit or minority. The

committee has been given the authority to coordinate between the rural villages and municipalities within the district, monitor to maintain balance in the work related to development, and coordinate between the federal, state and local levels in the district. But the officials of Jesus have a common complaint that the government has not provided the resources and the necessary technical manpower for monitoring.

In Article 220 (8) of the constitution, it is said that the operation of the district assembly, the facilities that the officers of the district coordination committee will get and other arrangements related to the district assembly will be in accordance with the provincial laws.

Sudurpaschim Province Assembly has made Act 2075 regarding District Assembly and District Coordination Committee. The said Act also states that there will be identification of issues of development among local levels within the district, coordination for local level capacity development, facilitation of dispute resolution, coordination with stakeholders for the overall development of the district, and monitoring of plans . Similarly, in the said act, it is also mentioned that other tasks prescribed by the state government will be done. On the other hand, Jesus officials say that the Jesus Union is a body under the government, but the laws are made by the province. Kunwar, the head of Achham Jesus, says, "The state could have made the necessary laws to make Jesus operational." But the province doesn't care.

Jesus Baitadi head Khagendrasingh Dhami Jesus said that there is a rule that after the end of the financial year, the report of all the monitoring done at the local level should be submitted to the office of the Chief Minister and Council of Ministers within October of the next financial year. Kunwar, head of Jesus Achham, says, "One administrative and one accounting staff are working". "The role is sufficient, but there is no mandatory system of using the role in the law," he said, "Monitoring and coordination are specific and indispensable tasks as the work of the office has to be carried out according to the nature of the work". It seems that Jesus will have a lot of importance and role in the federal government system if it is possible to make a binding arrangement in the law and make the performance of the employees mandatory.
