Passage of the bill relating to formation, operation and conditions of service of local services in Lumbini

Lumbini Chief Minister Chetnarayan Acharya's representative Physical Infrastructure Development Minister Bhumishwar Dhakal submitted a proposal to discuss and pass the bill related to the formation of local services.

Speaker Tularam Ghartimagar presented the proposal for decision and announced that it was passed unanimously. The bill, which was registered in the state assembly on 30th of Baisakh, was sent to the committee for quarterly discussion. The committee submitted the bill with the report twice in the assembly. He drew attention by demanding to include the issues of staff mobilization in the bill.

Local level employees can be transferred by the ministry to any local level within the province. There is a provision that the permission of both municipalities is not required when local level employees are transferred. At present, there is a provision that permission of both municipalities is required for inter-municipal transfer.

The chief administrative officer must submit the details of his daily work performance to the president or the mayor, the details of the daily work performance of employees under the local level must be submitted to the office, pregnant women have the right to take leave for 6 months on the recommendation of an expert doctor if the mentioned leave is insufficient, maternity leave Provisions include providing childcare expenses to employees for childcare, arranging welfare funds and awards.

Matters such as contract employees getting the same leave as local service employees have been given priority. In the meeting, the members of the provincial assembly drew the attention of the government by speaking on current issues at zero time and special time.
