After intensive discussions and long debates, the central working committee meeting of the party has decided on the proposal of not forming an electoral alliance submitted by Congress General Minister Gagan Thapa in the party's general committee meeting held last February. However, the language and vocabulary mentioned by Thapa could not be passed. By removing the word "alliance" and including the language of the intention to go to the elections so that the Congress alone can get a majority, Thapa has put an end to the organization report submitted in the General Committee meeting.

Thapa's report has now become a proposal of the Congress party as this proposal is on the verge of collapse. Thapa has removed the word "alliance" included in the report, and if it is still possible, it is possible to form an alliance with other parties. The Congress's reluctance to accept the word 'alliance' confirms this. If the Congressmen had the courage to win the majority by fighting the elections alone, then Thapa's proposal would not have been accepted till date.

Therefore, it can be understood that modifying the language used in Thapa's report is a way to sideline Thapa by keeping the path of electoral alliance open.
