The government has brought policies and programs for the next financial year with the slogan of fulfilling the national aspirations of 'prosperous Nepal, happy Nepali' with political stability, good governance, development and social justice. The 217-point policy and program seeks to emphasize economic reform and revival, production and productivity growth, and job creation.

Some of the policies and programs introduced for this are promising, but many policies and programs are outdated. On the one hand, the revenue collection is very less than the target and the foreign aid has decreased, on the other hand, the vicious cycle of political instability continues. Amidst these adversities, the test is how the government sets the basis for achieving the declared goals.

The government has declared the fiscal year 2081/082 as the 'Agricultural Investment Decade' and plans to increase the investment of government, private, cooperative and development partners. It is said to encourage the use of modern technology in agricultural production. Similarly, it is said to celebrate information technology decade to achieve socio-economic transformation and prosperity. The government has a policy of giving priority to the construction of infrastructure such as tunnels, expressways, flyovers, underpasses and overpasses.

The aim is to speed up the construction and upgrading of ring road expansion, east-west highway, Madhyapahari Lokmarg and Hulaki highway. It is also said to study the feasibility of Kerung-Kathmandu railway. These are not new programs. The national pride Bheri-Babai diversion, Sunkoshi-Marin diversion and other projects are also old. 'Ek Palika Ek Smart Vidyalaya' is also a program of last year. The government has set a target of reaching 4500 megawatts in total electricity capacity within the next financial year. Currently, the total installed power capacity is 2,940 MW. It seems natural that the government, which is planning to sell 10,000 megawatts of electricity in 10 years, aims to produce an additional 1,560 megawatts of electricity in one year. Similarly, it is said that arrangements will be made to supply Melamchi's water every twelve months. But now, with the onset of dry season, Melamchi's water supply will be cut off. The government has not yet mobilized the resources to move the watershed area (headworks) which is at risk of being buried by floods. It is estimated that the construction of new headworks will cost four billion rupees, but the Asian Development Bank has decided to give only two billion rupees. It is not immediately possible to arrange the rest of the investment to bring water for twelve months.

The government has announced that it will be mandatory to join the health insurance program. While the insurance board is not able to pay the hospitals, the treatment services of the insured are not effective and dissatisfaction is increasing, it has become a challenge to gain trust in the health insurance. In this year's policy and program, it is mentioned that 'Outpatient services will be conducted in two shifts in hospitals with sufficient manpower including Veer Hospital, National Trauma Center, Kanti Children's Hospital'. This policy is old but not yet implemented. The government has announced to give concessional loans to 1,000 startups within the next financial year. In this way, it has been a decade that they have been announcing loans to start-up entrepreneurs through policies and programs and budgets, but the benefits have not been distributed.

A one-door policy has been announced for ease of business registration, which is positive. But it is doubtful that the policy announced for business will be implemented when the implementation of the one-way policy taken earlier to encourage foreign investment is not being effective. It is announced that interest subsidy will be provided to at least 1000 micro, domestic and small industries in the next financial year. It is doubtful that this announcement will be implemented honestly when the government has to beg for months for the subsidy amount announced in the past in agriculture and other fields.

Overall, the policies and programs seem to be brought in order to speed up the previous plans rather than making a leap in terms of economic prosperity. Only the implementation of the announced policies and programs can lay the foundation for economic prosperity. But there is always a problem of not properly managing the budget for plans and programs, not making the necessary rules/laws/procedures and not implementing them. Therefore, the government will have to work hard to achieve the target according to the announced policies and programs. There are still two months before the start of the next financial year, but the test of the government's willpower towards policies and programs will be from the budget that will come two weeks later.
