The meeting of the House of Representatives called on Sunday could not be held due to the obstruction of the main opposition party CPN-Maoist Center. Speaker Devraj Ghimire moved the meeting called for 1 pm to 3:15 pm. However, the meeting could not be held even till 4 pm as the environment for the functioning of the Parliament was not created.

In Parliament, UML MP Yogesh Bhattarai called the Maoists' armed conflict 'violence', saying that the word is unparliamentary, and the Maoists have been demanding that it be removed from the record.

UML secretary Bhattarai used such words in the meeting on August 12. On the same day, Hitraj Pandey, the chief whip of the Maoist Center, objected to the law and demanded that the word 'violence' be removed from the record, claiming that it is unparliamentary.

Regarding Bhattarai's use of that word, Speaker Ghimire, after an investigation, ruled in the House of Representatives meeting on August 26 that it was decided that it was not unparliamentary to say 'Maoist violence'. Since then, the Maoists have been disrupting the parliament continuously.

Speaker Ghimire called the chief whips of the major parties for a discussion before the parliament session called on Sunday to create an environment for the functioning of the parliament. But the agreement could not be reached . Soon after, the informal meeting of the Maoist parliamentary party decided to maintain the obstruction in the parliament until the ruling made by the Speaker is withdrawn. Now again the discussion is going on between the speaker and the chief whips.

Speaker Ghimire instructed the Parliament Secretariat to investigate the matter after the Maoists' obstruction. In Sunday's discussion, Speaker Ghimire said that he had taken a decision based on the opinions of the Parliament Secretariat, the constitution, laws, and practice. He requested not to disrupt the Parliament by accepting the Speaker's ruling.

The Maoist Center has been taking a stand saying that it cannot back down from the party's decision. The parliament meeting has been affected due to the stance of both parties. Mahesh Bertaula, the chief whip of UML, has said that MPs do not have the freedom to go against the speaker's ruling. Talking to the media after the discussion of the chief whips with the Speaker Ghimire, he said that if the MPs of the Maoist Center are saying that they will block the Parliament on the issues already ruled by the Speaker Ghimire, they have no right to disobey the Speaker's ruling.

The Maoist party has been asking Speaker Ghimire not to do so saying that he has become one-sided.
