The Managing Director of Nepal Electricity Authority, Kulman Ghising, has alleged that industrialists are the root of the dedicated and trunk line dispute. Speaking at the Public Accounts Committee meeting of the House of Representatives on Friday, Executive Director Ghising questioned the fact that the businessmen have not yet appealed despite the bill sent for dedicated and trunk line use being unsatisfactory.
Entrepreneurs are allowed to appeal if they are not satisfied with any bill sent by the Electricity Authority, but they have not gone anywhere so far, he said.
'We have decided to take the amount of time owed between dedicated and trunk lines . After the end of loadshedding, it has been decided to postpone the case until the court's decision. The authority has to take the amount in between. It has been decided to take two cabinet meetings. The Authority will take the money because the Public Accounts Committee has instructed to take it and the court has also dismissed the case,' he said. The problem of dedicated and trunk line delays originated from them. The authority alone did not issue the bill . The bill was billed based on the decisions made by the Tariff Commission and the decisions made by the committee formed by the board.'
He said that if the businessmen are not satisfied with the bill sent by the authority, they can go to the review committee of the authority and a decision will be made after discussion in the committee. He mentioned that out of 340 industries that use dedicated and trunk lines, only 61 have not paid the money and 90 cases in court have been dismissed. 'Someone's regular bill became someone's discounted bill . If they do not understand, there is a process for businessmen. If you are not satisfied with the tax file, you have to go to the appeal. How much money should be kept? What is to be decided is done by the decision-making body . None of the businessmen showed interest in the appeal. No industry came forward to appeal' Ghising said . He said that the 90 cases in the
court were questioned by the businessmen why the court did not go to appeal.
'The businessmen messed up the process in this . Why didn't you go there to pay 5 percent to the Regulation Commission? Regulation Commission had to go. He would have decided if he had gone there . How can I tell if the bill I have given is not correct? I also have an obligation . If the bill cut by my board is not correct, the businessmen should go to the judicial bodies. If the regulatory commission does not do it, the businessmen will go to court. The businessmen have not worked according to any process . Why didn't you follow that process . This is the root of the problem," he said.
