It has been seen that the three levels of government should be reviewed as a whole regarding the implementation aspects of the constitution and state management. How much can both houses of parliament and the bodies created according to the constitution contribute to the implementation of the constitution? How many laws could be created by the three levels of government within their respective jurisdictions? Must be reviewed . Then the state operation should also be reviewed .

How much justice could the judiciary deliver independently, impartially and effectively? That too should be reviewed . All other bodies of the constitution should be reviewed. The constitution can be amended as needed based on the conclusions of whether the work has been done in the interest of the people, how much work the state has been able to do according to the goals set by the constitution .

When entering the constitution amendment at once, which issue will bring complications . Amendment of the constitution can be reached only after a comprehensive review.

As the Chairman of the Constitution Drafting Committee, do you see any complications in the implementation of the Constitution, do you see the weakness of the constitutional system or the players who run the state in such a situation?

Overall, there is no place to be satisfied that the purpose of the constitution has been done . This does not mean that there has been no achievement. It seems that political parties have not been able to take the achievement that they have done so much work among the people . Even though the party's government has been formed, the leaders of the political parties have not been able to know that such and such work should be done. There is a narrow range between the political parties.

Even within the party, the leaders are trapped in the circle of self-interest . It has also created confusion. Those who demoralize the people have got a chance. There is a need to review the implementation of the constitution with moderation and patience among the political parties that contribute to the change movement and come to a common conclusion.

When you were making the constitution, you introduced new provisions in the parliamentary system such as for the stability of the government, a no-confidence motion cannot be brought for two years after the appointment of the prime minister, and a new prime minister must be proposed when a no-confidence motion is taken. But even that could not give stability, right?

There was a kind of trust between the parties in the political roadmap built since the 12-point agreement between the then Maoists and the seven parties. However, after the promulgation of the constitution, the party leaders became more involved in power-interest. There is no mutual trust. As much as the power could be used for the benefit of the people, it could not be done . Because of this, many questions have been raised in front of the state administrators.

The constitution was built on the foundation of unity and harmony . After the constitution was promulgated, the party leaders could not act accordingly. The character of the coalition should have been stronger after the constitution adopted a mixed electoral system. For that, there should have been deep trust between the political parties running the alliance, but that could not happen. I don't want to blame only other parties . The relationship between my party and other parties also remained the same.

A crisis of confidence emerged between the reform parties . Personal interests prevailed between leaders. After reaching power, there was a tendency to focus on personal interests rather than the interests of the country. Due to these trends, the constitution could not be worked for. But there is no reason to be disappointed.

Constitution implementation and state management should be reviewed as a whole . Although there is no legislation, some difficult situations have arisen. Union, state and local levels have not been able to work due to lack of law.

When there is instability in the power of the center, its repercussions will reach the provinces . This kind of situation raised the question of federalism, right?

Provinces have emerged as the shadow of the center. The party organization and the government of the province have not been able to work according to the principles of federalism. In the absence of law, there was no question of running the administration and police . A situation arose where the Chief Minister had to speak to the above leaders to appoint a minister . There is a tendency to wait and see what the center says. As a result, the implementation of federalism could not be done smoothly.

The shadow of the center has fallen at the local level as well . Different laws and rules have been made at the local level. There is no single law in health, administration and development among municipalities. There is a situation of bringing plans of different nature and operating with different approaches. A few municipalities have done well. But in most of them, effective work has not been done due to the intervention of the center .

It has become a comment that everything broke down due to lack of stability of the government . Will Congress and UML's plans to change the electoral system be successful?
