Highlights

  • Doubt that the construction will be completed even in the extended period

There has been a delay in the construction of the road from Kulwania (Bethri) in Ruppandehi to Khairaghat, the Indian border crossing, under the priority of the Lumbini state government.

The 4-lane road connecting Marchawar from Bethari in Mayadevi Rural Municipality is being constructed. The construction of the road on the left and right side of the canal is currently slow.

In the financial year 2077/78, the provincial government decided to expand the road. According to the said decision, the contract agreement for the construction was signed on 16 November 077. During the construction, the construction was affected due to the delay in cutting the trees in the middle and side of the road. According to the

, the road infrastructure development office had to extend the deadline as the construction was not completed within the contract period. The length of this road is 21 km. However, Road Infrastructure Development Office Engineer Hitendra Rayamazhi said that the contract agreement was signed to build 5 kilometers in the first phase. According to him, the financial progress till the current financial year has been only 77 percent.

He said that the work has slowed down because the roadside trees could not be cut for two years. The land of the said road section was in the name of the central government. "Since the said road could not be placed under the province, we had to wait for the decision of the central government," he said, "After the decision was made, the construction work proceeded after cutting the trees in coordination with the community forest through the district forest office."

Therefore, he said that he had to work in 2 packages for the construction of the said road. At present, 117 trees on the 5 km road section have been cut down. Local Guruwachan Yadav said that the citizens had to suffer because the road was not completed. Mentioning that more accidents occur during the rainy season, the government said that such infrastructure works should be done on a fast track. "We have spent 3 years on Dhulamya and Hilamya roads, but still the construction has not been completed," he said, "There is little work left but it has stopped so much." Even now, there is no way to be sure that it will be done.'

Engineer Rayamazhi informed that although the budget is coming gradually, there is a lack of budget to complete the road where the contract has been signed for an investment of 263.8 million rupees. He said that since it is a multi-year plan, every year they propose to the relevant agencies of the state government how much budget is required to build this plan. He says that the problem is that the budget according to it is not coming consistently even though it is approved.

'We have not been able to pay for the work done by the builders,' he said, 'Lumbini Arghakhanchi Babu JV had taken the contract for the construction of 4.7 km of road at a cost of 263.8 million.' Construction had to be completed. The road work was not completed even though it was advanced as a multi-year plan with a 3-year deadline. After the work did not progress, the deadline was extended for the second time until the middle of November 2081.

Nafis Khan, the contractor of the construction company, said that he could not proceed with the work because he did not get the budget. "We used to do the work in a hurry," he said, "first the tree felling was delayed, then there was a lack of budget, so there are 5 kilometers left." After the construction of this road, Marchwar can be connected with Lumbini, Bhairahawa, Butwal, Bethri.
