The government of Nepal declared the intermediate zone in the year 2061 with the aim of improving their living standards by directly participating in the protection of the communities around the reserve. The intermediate area has been declared by adding 173 square kilometers to the 175 square kilometers of the Koshi Tappu Wildlife Reserve, which is the only wildlife reserve in Nepal, which was established in 2003. Along with Sunsari and Udaipur in the intermediate region, there is also Saptari district of Madhesh province.

The government of Madhesh province has allocated 75 lakh rupees for the rescue center to be built for the rescue, treatment and management of orphaned, helpless, disabled, injured and problematic wildlife and to nurture the rescued wildlife and release them in their natural habitat. Chief Minister Singh said that the state government is serious about the protection and management of forest animals and has assured the conservationists that the government will make every possible effort for the construction of rescue centers and development of tourism in the intermediate areas.

Conservationists expect the construction of physical structures such as buildings, treatment rooms, enclosures, scaffolds, post-mortem rooms, water ponds for wildlife, walls and fences for the security of the center premises in the intermediate area.
