Thus, there are 23 rural municipalities in the country that cannot hold village meetings due to disputes between village presidents and vice presidents, personal interests, and lack of skilled staff. Among them, only 19 rural municipalities in Madhesh have not been able to hold village assembly.

According to Lakshmi Pandey, President of the National Federation of Villages of Nepal, out of 460 villages, 23 villages have not been able to hold a village meeting. Among them, there are only 19 villages in Madhesh.

4 villages in Parsa, 1 in Bara, 2 in Sarlahi, 2 in Mahotari, 5 in Dhanusha, 3 in Siraha and 2 in Saptari have not held village assembly in Madhesh province. There are 59 villages out of 136 local levels. Pandey said that many villages were not able to hold village assemblies due to disagreements among the people's representatives and the inability of the staff to coordinate.

'Villages in Madhesh depend on the head of the municipality,' President Pandey said, 'We visited the municipalities to understand the reason for not being able to hold a village assembly. The staff of Ayurveda who do not understand the administration have been assigned to the rural municipality. Ward secretary who can't speak anywhere has been given the responsibility of officer . It has been found that the village council has been stuck due to lack of coordination even in common problems and disputes.'

She said that it has been found that the heads and accountants appointed in the village council have been creating disputes with the people's representatives when their interests are not aligned. Pandey, the president of the National Federation of Villages of Nepal, has requested Madhesh Chief Minister Satish Kumar Singh to coordinate in the village councils where the village assembly could not be held.

On Saturday, he met Chief Minister Singh and asked him to take initiative at the local level where the village assembly could not be held. Pand also urged the Chief Minister to hold regular provincial coordination committee meetings and solve the distortions and problems at the local level.
