Adherence to the

policy rule unifies the work process and only the work done within its scope can achieve the objective. Policy determines the journey of any subject to its destination. Rules are good and simple way mapping and also the foundation pillar of achievement.

Policy is necessary for the overall development of any country. Constitution is also a policy. Many policies have to be made while running the state system. It is considered that they are meaningful only through good and correct implementation of those policies. Policy formulation is not one-size-fits-all in all locations and environments. A policy that is considered good in one place may not be good in another. A policy that is considered right at some point of time is not always considered right because time, period and situation as well as the conditions of the internal and external environment have an effect on the policies, so they are different. Policy can be considered as a ladder to reach the goal, with the help of which one can reach the specified destination.

Policy, leadership and ethics in that country are important to make any country and state system prosperous. A prosperous nation can be envisioned with strong policies, capable leadership and ideal ethics. Not only is there a need for leadership capable of implementing the right type of policy, it is also necessary to have moral ideals in leadership. The leadership should conduct its activities according to the policy. If there is a leader who understands the policy, its implementation can be effective. Connecting the

context with our society, we have not only formulated strong policies, but also lacked leadership, but why could not achievements be achieved? The root of the current is stuck here. The policy was made but the implementation was not done properly. In the absence of leadership to follow the policy, no matter how good the policy is, it is not considered a good policy if the leadership to implement it is not capable and effective implementation is not possible. Only the positive results obtained after the effective implementation of the policy are considered meaningful. Good manners teach people to be honest, dutiful and guide them on the right path. In the same way, if the young generation leaves and does not return, it is certain that the houses will turn into old age homes. The burden of domestic and foreign debt is increasing every year.

There is a situation where the income and revenue are running short to meet the current expenses, so there is a situation where we have to rely on foreigners for capital expenditure and investment. If imports are to be reduced, the income will be directly affected. In a situation where it is difficult to meet current expenses of the country, there is no question of creating an investment environment, business, factories, and construction activities. Periodic plans, policies and programs, budgets, and monetary policies in the country come from time to time in the form of continuity, but their implementation is lax. The implementation of investment commitments made by donor countries is not being completed on time. This is creating distrust towards the country. The

country is being fed by remittances. Money earned abroad is being blown away and invested in imports. The gap between the rich and the poor is widening. Unstable politics is not keeping pace with development. Projects initiated by one government will not continue after the change of government. Investments in projects and projects are wasted, not completed on time, resulting in higher costs than estimated. In this way, some projects have been stalled, so it seems that the investment has sunk into the ground. If the programs and policies are not fully followed without analysis, the work will not be completed on time, nor will the expected achievements be achieved. In the past, the country that used to export various materials such as food, herbs, and clothes to other countries, today it is necessary to end the situation of living on imports.
