Highlights

  • Our country has always been in a vicious cycle of instability. To make the country strong, we need capable leadership, strong parties and political stability. To ensure this, the tendency of parties to open shops should be stopped. Those who have political ability, who can intervene, should not start a new party or dare to take leadership within the existing structure.

The political parties of Nepal went through a long struggle against autocratic power and dictatorial system. The psychology of Nepali society developed as a psychology against the state due to the struggle of 6 decades. Political parties became the champions of the revolution but they did not succeed in institutionalizing the revolution.

In that sense, social anarchy has become an extraordinary challenge in the life of our country today as we are not able to fulfill the responsibility behind the latest change. Every sector has become affected by it. To change this situation, there must be consensus among the parties. Now it is not about making the people rebel against the state.

Even now, how many politicians are attracting public opinion by questioning the system. That public opinion will be around for a while, may cause instability but not solve the problem. Therefore, the country should be protected from social chaos. Development and prosperity of the state is not possible on the foundation of social anarchy. You - all of us need to deeply assimilate.

There is no dispute that Nepal's parties have been the champions of political change. I always remember one thing that the then Chairman of Nepali Congress Girija Prasad Koirala said during the 2062/63 movement - one generation led three political revolutions. While walking along, I used to create a question in my mind, the era changes after one revolution in the world, we are not able to change the era even after three revolutions. From this point we must think. What is needed now is a shared commitment to the process of institutionalizing political change. It is necessary for the parties to stand together for the economic and political development of the country. The

problem is with us. Because we have not yet achieved some sort of policy clarity. We have not been able to have a policy debate about what our path will be. In a democracy, the topic of policy debate is usually during general elections. We cannot debate economic development during elections. Which is not done by the federal parliament, but by talking about Pulpulesa, Tarjali, Pol, we influence the people and ask for votes.

has not become a policy priority in our election campaigns. In that sense, the political parties of Nepal should now focus on how to lead the society. It helps advance policy-based political debate. There is no doubt that our challenges today are caused by our own political instability. In 34 years we have had 28 Prime Ministers. Their tenure has not been completed for a year and a half. Talking about the ministers, they have not been able to work for 6 months on average. The administrative structure is suffering from it. The question of which way to go to improve the existing situation of that framework is important.

The mentality that old people couldn't do it, new ones are needed, now we can do it is giving rise to instability. For hundreds of years in the old democratic countries called Britain and America, new policies have been sought within the old party. New leadership is also sought within the old party. We talk about changing the system to solve the problem. We advocate that parties do not work. But we could not know that political reforms and leadership development from within these will become the basis of political stability. In this way, it is important to understand that we are a constant victim of the political vicious cycle.

society should be taken out of it. Nepal's political parties are built on the foundation of ideology. They came to consider political revolution as their goal. However, their leaders and workers failed to fulfill their duties behind the political revolution. Based on the belief that the democratic state should do everything, it failed to use organized power as a means of transforming society. Political change is only a means of social change, not a goal. This has also become a problem because it is not clear from the political point of view. Therefore, the parties should focus their work for the transformation of society and economy.

There are definitely some challenges in terms of economic development. The biggest challenge is the large population linked to our subsistence-oriented economy. Unless we can make that Jamaat a part of building a modern economy, our development process will not gain momentum. Rural economy is not only subsistence oriented, our cities and their development patterns are also subsistence oriented.

If you look at the newly built houses, the lower part of the city house has shutters, the upper part is the residence. We are not able to develop the downtown (main urban area) as a business complex and as a commercial area. The pattern of housing is also not evolving as the pattern of the economy. Based on that point of view, we need to change the traditional subsistence-oriented economic and social systems.

We who are participating in industry-business side. We are not sure about the corporate culture itself. We are not able to build managerial capacity by ourselves. In its absence, we are in crisis and we are making the state responsible for it. We ourselves, even the private sector, have not been able to review what is lacking. The problem is not only in politics, but in every field, and everyone should be able to create the process of improvement from within themselves. We depend on the imported market system. If we talk about business, there is a market system based on imports.

Unless we can develop an entrepreneurship-based, service-based system, an independent economy cannot be built. We have an economy where we worry about imports. This situation is because of imports rather than tax reduction, because of import reduction rather than why the market could not flourish. To change this situation, our market system should be based on entrepreneurship and service.

On the other hand, based on economic and social relations, our structural systems should also be looked at from the angle of whether they are legal or not. Laws themselves have become a matter of complexity for their work. One law is in conflict with another law. One entity is becoming unhelpful to another entity. Acknowledging that must now become a matter of our collective commitment. On the other hand, corruption and non-transparency have become challenges to our development. Unless we can control corruption, maintain transparency and good governance, we cannot move forward effectively in the direction of economic development.

Now there is no need for many political parties in Nepal, but there is a need for a strong party, which has the power to stabilize the country. We should be able to grasp the truth that the need for policy debate is necessary for political polarization. In the developed countries of the world, we do not read in any history that the prosperity of the nation is due to the alliance of parties. It is said that three things are indispensable for the development of any country - competent leadership, strong political parties and political stability.

To ensure these issues, the tendency of parties to open shops should be stopped. Our country has always been in a vicious cycle of instability. Those who have political ability, who can intervene, should not start a new party or dare to take leadership within the existing structure. Only if the new generation is ready, the way to provide a new direction to the country will be opened. In that sense, policy-based political polarization, the construction of strong and decisive national forces can become the foundation of economic development.

CPN-UML is committed to moving forward in that direction. In terms of economic development, Rashtra Bank has become like a bank of banks, it has not become a nation's bank. Today's need is to lead politically towards becoming a bank of the nation. Thanks to Rashtra Bank and its leadership for the reform efforts. It has saved us from the economic crisis, but in terms of leading the country's development and prosperity aspirations, the National Bank is not enough to be the bank of banks, it should be able to become the bank of the entire nation. There should be a demand for economic, social development and transformation plans. You should be able to lead how to operate it in the financial sector.

A weak state cannot strengthen the economy, for this the state must be strong. There is a gap in the relationship between citizens and the state, it should be bridged. The relationship between the state and the people should be made closer. A strong state should encourage the private sector. A strong state and encouraged private sector is the need of the day. In the future, if the political parties of Nepal have the power to change meaning as a mantra, the economic development process can naturally accelerate. A prosperous Nepal can fulfill the national aspirations of a happy Nepali.
